The Warp Hates is also a bit too specific if that's supposed to be the "drawback" power. I'd recommend some adverse reaction to "breaking script," as it were; if someone else does something to reroll (Hero Point, Luck feat, etc.) and it changes the outcome entirely, you can't use exalt-specific powers for a moment due to having to run your numbers again?
That might work more effectively. Hanging out with a bunch of heroes who can bend fate would be a way to represent such happenings. I will have to think about it.

The Loom Spins: Whenever an Exalt is granted a re-roll due to spending a Hero Point or Luck a Precognator is Dazzled and Stunned until the end of their next turn as they struggle to maintain their Threads after reality was forcibly shifted.

Should there be a longer lasting condition, say 1d5 rounds if a Hero Point was burnt?

Should there be a longer lasting condition, say 1d5 rounds if a Hero Point was burnt?
Why dazzled and stunned? If you're stunned, you can't do anything at all.

I don't know which would be better, but I think dazzled is less fatal.

Dazzled because so much of this is keyed to being able to see. Stunned as an added inconvenience. Focusing on another reality as it is rewritten is probably hard. I could simply switch it up to blinded for a round.

Well, my question was "why both," and not "why those."

And Eisen's point on resource does mitigate the problem enough this is probably workable as a weakness.

Dazzled seemed like too minor of an inconvenience and so few of the conditions laid out in the core rules seemed to fit.

This needs to be more concise for newcomers (or at least the easily-confused like me ;___; ). You could shorten the bit about resource points to "spending Threads for generic benefits (e.g. getting an additional Reaction)" since those features all Exalts have access to. Alternatively, you could say that Threads are spent in ascending or descending order for Precognition while it's only in descending order for other uses.

Suggesting "Between the Lines" as a Stitching 2 power name.

Your three WIP assets seem fine....except for Mulligan. It's a bit harsh to lower your entire pool, even temporarily. Maybe simply have the replacement set have -1 Threads compared to the previous set (Yeah it's a clunky description) without further penalties. Perhaps add a restriction that prevents you from using it if your current Threads is already 1.

Mulligan (WIP): Once per scene you may discard your current set of Threads for a new one that is one point smaller. You cannot use this asset if your current amount of Threads is one.

A bit of a clunky suggestion, I would've said "...Threads is 2 or less" but it's possible to begin play with a max resource pool of 2 and invalidating the asset.

Additional asset suggestions:

Unnamed: Whenever you succeed at a test you regain Threads equal to the amount of raises. This can be done once per session/scene/day (whichever you're most comfortable with).

Unnamed 2: You may spend a Hero Point to use Precognition on a single Thread for damage rolls and Focus Power tests.

Stack Overflow: Whenever you spend Threads on a test, you gain a static bonus on your next one equal to the amount spent. (e.g. Spending 3 Threads on a test adds +3 on your next one.)
