The C'tan are specificially stated to have been put into hibernation. From page 273 and 274 from the first book:
As a language, not as a race.

Oh right, well. I don't imagine them being very chatty. They're sort of an unknowable Other. The entirety of creation took a split and drew lots with the War in Heaven, and the C'tan came up short. Sure the Syrneth were wiped out, but their creations lived on to make the universe what it is.

C'tan is probably a language that exists but is likely even more unknown than Syrneth in my mind.

New headcanon: If by "more unknown" you mean "known by every Warforged and Tech-Priest on the Wheel," then we've now possibly sync'd it back to what I wrote for the Nephilim and now the Egypt-flavored races definitely have no reason to speak it by default. :P

With what I was saying earlier, does anybody else find it odd how Dullahslans speak a language associated with the Fair Folk, and Tuatha don't?

Edit: Then again, Fair Folk knowing Spirit would be a lot more useful in this game. Maybe they can have both? I'd be fine with that, with Unseelie being their "High Speech".

Does anything besides Dusklings speak Infernal?

Lastly, Slaad and Lizardmen should both speak Primoridal, the bastardized successor to Syrneth.

All I know is I'm going to insult everyone we meet in Unseelie, comfortable in the knowledge that no one but Dullahan speak it and no one would waste points on learning it.

It's like taking Hook Horror or Gnoll in D&D. You can use it, knowing your secrets will be safe.

Vizards speak Infernal too, since they're both from the same general area.

I do agree about Bullywugs and Lizardmen speaking the same language though.

No. Consider in-setting fluff: Dullahans do not have any relation to the Fae save that which is imposed by using their folklore as source material (they are, of course, based on an Unseelie fey). They are natives of the Materium, taken as Fae solely because of their strange physiology. Tuatha, meanwhile, are natives of the deep Umbra masquerading as mortals (poorly, I might add) that have no reason to learn the tongues of the Materium except as a means of furthering that masquerade. They do, of course, speak the tongue of the Umbra, as well as whatever languages are imposed by their masques.

Dusklings share Infernal with Vizards and - given Kwak's input earlier in the thread - presumably natives of Baator. Even without that, Dusklings are based on imps (among the least powerful devils in D&D) or Magic's devils, while according to ReptileViking Vizards seem to sync up with the devils presented in some webcomic, so it fits those.

Lizardmen were uplifted as archivists. They never had any need to communicate with the other Syrneth races, only to observe and record, and to recognize the language of their creators when they saw it.

Okay, the first two points I'm starting to agree with.

The reason I'm arguing for Slaad and Lizardmen is because they're both pretty close, and we could always use one less language.

Come on, it's my birthday. Throw me a bone here.

I'm not entirely sure if I should be amused or annoyed that you're trying to use a birthday as grounds to argue your case.

At the moment, though, I'm considering Eldarin...
