Perhaps Warform should be a half-action, base, to prevent the Quick Change issues?

I do have a Houserule in a thread that has Warform count as frenzy for interaction with feats and abilities, but that that only really allowed for parrying if you get Battle Rage which I suggest should be unnecessary and interaction with homebrew Frenzy Feats. I don't say let it replace Frenzy, since they do stack together for some really really terrifying strength and constitution bonuses.

Could start at half for Shifting and move to Free Action with the Quick Shift power point.

Feral Heart + 3 makes Lycan Resilience a "worse Integrated Armor."

Feral Heart + 5 might be a bit much at first, but comes out identical to a Monk's Wholeness.

Feral Heart * 2 reaches the same end total as the last one, but relatively weaker to start with.

I might suggest divorcing it from Feral Heart and making it a faux Wholeness, probably based off a characteristic boosted by Warform, that can be pinged with Monk completion bonus. This gives the wolf Armor similar to a monk's, with the possibility of spiking.

Feral Heart + CON works, too.

Making it get boosted by Monk's completion bonus seems a bit to specific of a point to make in an Exalted entry.

No, use the same line used in various homebrew feats: "Treat this as [feat] for the purpose of other feats, prerequisites, or level completion bonuses."

Which is to say, it's "close enough" to Wholeness that it'll work if you decide to join the Order of the Wolf.

Failing that, just give it the feat, it'd accomplish the same.

In all honesty, you could just make it Wholeness of Body straight-up. Werewolves have other uses for Wisdom (spirit walk).

It's not like Werewolf is a powerhouse exalt -- let them shift into Warform as a half action. On the other hand, going from full action to a half action may make them too strong at character generation. On the other, other hand, it does seem odd that you basically NEED a first-level Transmutation spell to realistically use your Warform in many early fights.

Going from Full to Half at character creation is a pseudo-bonus, it just allows some more variety since you could already do it even more easily with Quickchange, which also lets you shed armor at the same time and does it as Free Action at level 1. The only big bonus is that it lets them change more easily and use Bloodwind early on, which is quite potent due to how OP bloodwind is.

I don't see a huge issue starting at half and then going to free at 3, helps for people that don't want to be Silent Strider mages.

Vampire:
Maybe Celerity should be the capstone? It's much, much better than Potence or Dominate.

Dread: Fear 1 is mostly useful against people with low Willpower, and Fear becomes largely obsolete around level 4, when classes tend to get Fearless. I've heard a suggestion to allow spending two Vitae to have it be Fear 2, instead, but Fear is VERY strong, as the Youkai has taught me.

Potence: Potence is fine, assuming that you can't stack it. I don't have a citation, but IIRC things don't generally stack with themselves.

Auspex: Auspex sucks, pun intended. Maybe it should be +1k1, rather than +1k0?

Edit: I see these were mentioned before by Username. Nevermind.

I'm aware this isn't a popular opinion, but...

Vampire - Sunlight Weakness: A vampire loses their exaltation when exposed to sunlight, until such time as they are out of sunlight again. A thick cloak and wide hat, a parasol, armor, or similar careful preparation is enough to protect a vampire, though they'll no doubt be quite uncomfortable.
