I realize we have a lot of new members now who might be new to NS regional governments, and some areas of Modena's government are a bit unclear anyway. This is sort of my personal take of the role of certain positions as well as the general importance of each position(I rank them from least powerful to the powerful, more or less)

Civil serviceman:

The Civil Servant is a transition from Citizen to the Senate, this position helps you learn more about the region. How the Governemt works, and gets you prepared to be apart of Governemt if you so choose.

Senator:
Senators can vote on every law and elect most government positions. The Senate is a good place for beginning politicians and it is entirely possible to build up as much influence as a senator that you would expect only a Consul or Tribune, to have.

Chief Justice:
Entrusts the Chief Justice with the responsibility of presiding over the Senate during an impeachment trial.

Tribune:

Invests the powers of head of the civil service and the responsibilities of graduating members into the Senate, to the Tribune. Establishes the Tribune as the first in the line of succession to the Position of Consul should the Consul be impeached or Resign. Entrusts the Tribune with all governmental responsibilities not covered by another ministry

Foreign Minister:

The Foreign Minister is appointed by the Consul to serve as the director of foreign affairs issues. The FM appoints ambassadors and writes diplomatic updates. Currently the only Minister position, the role and level of independence of this position is still developing

Minister of Defence :

The Minister of Defence is a position that maintains the strength and Security of Modena and is used. Is also an external negotiator working along side the Foriegn Minister. The Minister of Defence is also used to promote the integrity of Modena as a region. he/she is chosen by the Consul and approved by the Consul's cabinet

President:

Entrusts the responsibilities of administrating the forum, providing the defense of the region through the founder nation, managing elections, and the appoint of the Chief Justice and Role Play Administrator to the President.

Consul:

The Consul is , head of government, appointer of the Foreign Minister(and WA Delegate), defender of the Modenan culture, forum administrator, chief policy maker, and leader of the Modenan defense forces should we ever form a military and go to war. The Consul leads the executive branch, and the Tribune, RP Admin, Foreign Minister, and all make up the Consul's cabinet and provide input and advise for his or her policy decisions.

The Consul has been the main driver of legislation and government reform, the final decision maker on foreign affairs issues, the head of the forum administration team, the manager of elections, and has played a major role in recruiting for the region.

This position should be held by the most loyal dedicated, and experienced members of the region who can bring positive change to the region, lead, and hold the region together during a crisis. To be elected Consul, is to leave a permanent mark on the Modenan Republic, hopefully for the better.
