OOC: Yes and No. We have a Holy Emperor, but a High Preist/Preistess is in charge of the Pantheon. Merkoa receives his power from the Man-God. The Emperor can't do anything with out it first going through the House of Sovereigns and House of Commons (Senate and Congress respectively). The terminology of 'Lord" and "Lady" only apply to people who currently hold the elected seats of the House of Sovereigns. People elected to the Commons are known as "Vizier". Down on the "Provincial" level are the Holds, in which the process of rule is birthright, they are known as "Jarl". The leaders of Holds answer to His Imperial Majesty who in turn answers indirectly to the People, who answer to the Emperor. If i could draw a diagram of how things worked in Quillion it would be a big circle of who answers to who. That is what is commonly called in Quillion classrooms as the "Circle of Life". |

OOC: Yes, Ceremony is a tremendous part of Quillion life, as it celebrates their ancient culture. But yes the two groups do have a seperate leaders, but commonly look towards each other for guidance and advice and there have been instances in the past when the Pantheon has influenced the government and vice versa. |
