Part 1: Explanation (guide)

I. The Clan Avatar is a Clan "pet" that can provide certain advantages, called "buffs".
-a- Currently the only buff installed is the Skilling Buff, providing 3% bonus on all skills trained on the same world the Avatar is in or the Citadel, provided it has been summoned there.
-b- If the habitat is medium or grand (requires T7), there will be more than one Avatar. These can be summoned at the same time, but not on the same world, with the exception of the citadel. This may be advantageous during gathering parties, where more than one plot could be supported.
---
II. This Avatar can only be summoned by someone who has been officially assigned the Avatar Warden role. This role can only be administered to someone with the rank of 'Admin' or higher.
---
III. Thus, making use of the Avatar requires the support of an Avatar Warden. Who is an Avatar Warden will be made public to the Clan Members.
---
IV. To receive any benefit of the Avatar's buff, when it has been summoned, clan members have to feed 300 ort to the Avatar to receive 7 x 24 hours of buff benefit. Everyone can receive a maximum of 200 ort per day while skilling (drops at your feet) or killing monsters.
---
V. -a- Once an Avatar Warden has finished his "tour" of letting out the Avatar, he will dismiss the Avatar so it returns to the Citadel Avatar Habitat. Another Warden can pick it up there either later or right away.
-b- An Avatar Warden who has not finished his "tour" of letting out the Avatar may log off or fall to lobby, in which case the Avatar will either return to the Habitat after 6 hours since it was summoned, or be re-called by the Warden once he re-enters the game. (This is currently not yet without some glitches)
---
VI. The Avatar Wardens have a discussion forum between themselves, where they arrange schedules and reach agreement on requests for support. It is the goal to make as much use of the Avatar to benefit the clan members as much as possible, under the following guidelines:
-a- The needs of the many outweigh the needs of the one (Mr. Spock, Vulcan philosophy);
-b- In time of competition, no one group of people should receive a higher benefit than another, looking at timezones primarily - even when the skilling xp benefit of 3% or 6% is not deemed to be substantial (see also item VII);
-c- Individual people not being able to play during Avatar activation times, to be announced beforehand during competitions, due to personal obligations or work, are not a factor that can be reckoned with considering the activation of the Avatar (otherwise a competition would also not be possible because there are people that "can't possibly win" due to the same obligations);
---
VII. During skill week competitions, the Avatar Wardens will try as much as possible to prevent one or several contestants gaining more benefit from the Avatar than others - not in any way weakening explanation paragraph VI-c- which keeps it's validity. However, the gain of the Avatar skilling bonus buff is deemed not substantial during competition. If you get a constant buff of 6% you will need to play almost 17 hours to get a full hour bonus. The math will be something like this:

10,000 xp an hour * 16.6666 hours * 106% = 176,666.66 exp total
10,000 xp an hour * 16.6666 hours * 100% = 166,666.66 exp total

Or in other words, even a 6% bonus means that you 'gain' 3 minutes and 36 seconds. Avatar Wardens will point at this explanation paragraph when there are sounds of dissatisfaction about missed bonus buffs. Even so, Avatar Wardens that accompany the Avatar during skill week are as much as possible not contestants themselves or at least not while they accompany the Avatar. Another foundation for the decision to keep using the Avatar as much as possible, also during skill weeks, is the fact that it would be unjust to 'punish' non-contestants by focusing the Avatar completely on the skill week competition.
---
VIII. Adding new buffs to the Habitat is done only by the Head Avatar Warden, Overseer or (Deputy) Owner(s) after consulting the Clan. Removing a buff from the habitat once a wrong choice has been made can only be done by removing the habitat. For that reason (and expecting Jagex will add more favorable buffs in the future) currently no other buffs are installed yet.
---
VIII. The need that an Avatar Warden must have the rank of Admin is a constraint made by Jagex. At the same time Jagex made it impossible to strip the Admin rank from certain (risky) privileges, that could cause undesirable (and unrecoverable) damage. For that reason it is impossible to make everyone Admin and give everyone the role of Avatar Warden at this time. However, to lighten the load overall, more Avatar Wardens will be installed, provided sufficient suitable volunteers come forward.
---
IX. Avatar Wardens are not supposed to use the Avatar strictly for themselves. This means that Avatar Wardens provide a service to the clan and their clanmates primarily, according to the 'need of the many' rule. This does not mean that the Avatar Wardens cannot reap any benefit from the Avatar themselves however. When having the Avatar under their guidance they are allowed to skill.
---
X. The Head Avatar Warden has the arbitrary privilege to decide when and where the Avatar will be activated. His main role is to coordinate the activation of the Avatar, time schedules of the Avatar Wardens in pre-scheduled events and a fair distribution of the benefits to the clan. It is not his role to run around with the Avatar himself all the time, most often or even often. His other duties take up a lot of time mostly behind the screen and it is good for clanmates to realise that.
----------------------------------------------

Part 2: Rules and policy

1. The Clan Avatar is meant for the benefit of the Clan as a whole, as many members at one time or a single clan member, in that order of importance.
---
2. To maximize the use of the Avatar's buffs, ad Hoc the Avatar Warden will announce where the Avatar is to be found, in the CC, with intervals during the activation. In pre-scheduled activations, the Avatar can be found where it is announced in the schedule on this forum.
---
3. To maximize the use of the Avatar's buffs, the Avatar will as much as possible be brought to locations where as many as possible clan members can travel to, so with the least possible need for completed quests and tasks.
---
4. An Avatar Warden accepts a 'tour of duty' freely and without coersion, strong persuasion, (emotional) blackmail (attempts) for a time that is as much as possible at least 30 minutes. During this time he is still allowed to skill him/herself, do farm runs, dailies and go to the bathroom or take a break. In simple words, the Clan owns the Avatar, the Clan does not own the Warden!
---
5. Once an Avatar Warden finishes his 'tour of duty', he dismisses the Avatar. It will return to the Avatar Habitat where it will remain till the next activation, which could be right after.
---
6. In conflicts of ad Hoc requests, the Avatar Warden decides arbitrarily. Ultimately, the Head Avatar Warden has the last say about activation of the Avatar. Protests can be filed later with any member of the lead Clan Support Team.
---
7. Except in extraordinary circumstances, the Avatar will be activated in World 36 or the Citadel. When there are more than one Avatar, one of them will be restricted to World 36 or the Citadel.
---

--- Skill Weeks ---

8. During Skill Weeks, the Avatar Wardens will coordinate and closely monitor the activation of the Avatar together with the Skill Week Coordinator, in order to prevent unfair advantage to any of the participants. This in spite of the fact that a skilling buff is not in any way deemed to be substantial.
---
9. The Avatar Wardens summoning the Avatar during skill weeks will not themselves be contestants, -OR- will not gain xp in the competition's skill during the time they accompany the Avatar.

--- Requesting the Avatar & Scheduling ---

10. For a planned event, Clan Members may request the support of the Avatar beforehand. This request is filed with the Head Avatar Warden. His decision will be based on two main factors:
-a- the availability of a Warden
-b- the needs of the many outweigh the needs of the one
The Head Avatar can attach conditions to the planned event for activation of the Avatar.
---
11. The Head Avatar Warden will publish a schedule on this forum to show when the Avatar will be activated for scheduled events and when it might be available for ad Hoc activation.
---
12. The schedule will show when the Avatar will be activated, with which buff, where it can be found and who the summoning Warden is. On a pre-scheduled event it will also show the event it concerns.
---
13. An overall schedule can also show when members can request roughly which Avatar Warden for activation of the Avatar. Ad Hoc, members can request an Avatar Warden to activate the Avatar as well.
---
14. It is the privilege of each Avatar Warden to either sacrifice his/her own planning and activities... or not. Refusal to sacrifice own playing time where they already sacrifice a lot of it at other times is normal, and not reason for nagging and complaints.

--- Avatar Warden ---

15. Clan members who would like to serve as an Avatar Warden can notify the Head Avatar Warden. In general Avatar Wardens are full members in good standing who have demonstrated a willingness to help their clanmates AND are able to play and host the avatar on a regular basis. Members are asked not to be offended if their volunteering to be Avatar Wardens is kindly refused.
---
16. Avatar Wardens who are unable or unwilling to comply with these policies will have their Avatar Warden status removed, based on the recommendation of the Head Avatar Warden and with the approval of the Clan Support Team.
