In this universe, you can teach your Pokemon a move without having the required TM or meeting the required Level. However, this process can take a little longer, but great if you have a lowered level Pokemon and need them to learn a good move. On top of all this, all Pokemon know all HM Moves they can learn.

The Bulbasaur closed it's eyes, trying to concentrate. It was obviously searching deep within itself, trying to find this so-called, "untapped" energy. The two, Pokemon and Trainer, were standing there for what seemed like tens of minutes. Eventually, the Bulbasaur's eyes opened. It focused in on a field of weeds.

"Okay, Bulbasaur, you're ready. Use Razor Leaf!" The Trainer commanded. The Bulbasaur nodded and sent out four mysterious leaves. The green leaves flew across the air. The leaves began to cut through some of the weeds, then it cut through more, and more. It was as if the leaves didn't want to stop. Alas, the leaves stopped, after cutting down a path about five feet long through the weeds. "Great job, Bulbasaur, you'll master this in no time!" The trainer exclaimed.


Now, normally, you wouldn't get these results first off. In fact, most of that entire last paragraph you shouldn't even worry about. It is your job to describe what is going to happen and what you want you Pokemon to do. It is the staff member who is NPCing for you's job to describe how your Pokemon does in the process. Otherwise, it's Godmodding, which is bad.

The Pokemon will learn the move in percents, usually by 10%. In the description I gave, the percent would be roughly 50-60%. I only made it like that for an example, you will not get results like that your first time. Also, if a Pokemon who already knows the move is teaching the Pokemon the move, it learns 2x Faster.
