In this universe, you can teach your Pokemon a move without having the required TM or meeting the required Level. However, this process can take a little longer, but great if you have a lowered level Pokemon and need them to learn a good move. On top of all this, all Pokemon know all HM Moves they can learn.
Now, normally, you wouldn't get these results first off. In fact, most of that entire last paragraph you shouldn't even worry about. It is your job to describe what is going to happen and what you want you Pokemon to do. It is the staff member who is NPCing for you's job to describe how your Pokemon does in the process. Otherwise, it's Godmodding, which is bad. The Pokemon will learn the move in percents, usually by 10%. In the description I gave, the percent would be roughly 50-60%. I only made it like that for an example, you will not get results like that your first time. Also, if a Pokemon who already knows the move is teaching the Pokemon the move, it learns 2x Faster.
