 The rules on items are just as they are portrayed, as with money, but the pokemon stated, unless especially pointed out, are non-legendary, unevolved 'mon, at the average level of your current team or so. For example, if you had pokemon levels 12, 9, 11, 10, 10, and 9, promo pokemon would come at the average level of 10.
