Agnia liked the idea of these "Chuunin exams." They were the ideal place for her Genin to prove themselves superior and spill some blood. If they did well enough she could actually cripple another villages future and get away with it. Invading the leaf would be so much easier when their next generation lay dead at their feet after all. With a coy smile she responded.

"You know I came here in doubt but it seems like it may have been worthwhile after all. The mist supports these Chuunin exams. They will be the perfect way to moderate our villages strength and if we are lucky it might even transform all that hatred into healthy competition."

"No, I don't think that's what their getting at, as far as I can tell they wish to unite the young shinobi in their progression towards their mastery of their unique skills. As the Raikage has mentioned this is a probable solution towards making peace between each of the villages. We do not seek to insult the way of the shinobi, that I am sure of, instead we wish to untie the shinobi of our world. I for one agree with this proposal, for me the war ended around my tenth birthday and by that time I had long since made my first kill in the name of Sunagakure, even though I hold the same resentments as the rest of my people, I can vouch that peace will be upheld by the shinobi of Sunagakure, for as long as it is upheld by the other villages. My only issue with the proposed idea is that it holds no connection to the older members of our villages to whom the resentment will be the greatest," Kyoryu says to the group, mildly disturbed by the seeming senile old man near the mizukage.

Enoki had kept silent, letting the younger Kages have their say before she gave an opinion. While the idea of having the Chunnin Exams held between each of the five villages could possibly bring them all together, there was still the worry of a village using it to their advantage. The Mizukage's interest definitely worried her, she seemed almost too eager.

"Where would these exams be held? In one of our villages, or on neutral ground?" she prompted, her tone almost lazy as she leaned forward in her chair. "I must remind you all, these are mere children who will participating. Yes, they are shinobi, the future of this world, but at the same time, they are young, with much before them. Therefore there will have to be strict rules in place, to ensure that nothing goes awry."

Enoki made sure to look at each of the respective Kage before she continued. "While we are here to try and find some kind of peace, or treaty at least, there are trust issues that are in place and may take time to heal." her gaze moved to Agnia, her face blank, before her eyes moved to the desk before her. "We cannot pretend that such issues do not exist."

With that, she leaned back in her chair and closed her eyes, awaiting the reply.

"I am glad the Mizukage sees another point. Doing these exams will indeed increase our knowledge of another villages powers. If any were to attack in the future, we would know they're basic strengths and weaknesses at the start of battle. If ninja believe their weaknesses are known, they won't seek conflict where unneeded. On the issue the older shinobi, perhaps a more traditional treaty something along the lines of no infiltrating of our individual land's boundaries."

The Lady Hokage had brought up a few more of the finer details and here's where the biggests risks were.
"We are ninja, and we have raised our young to be fighters, and if need be, killers. I can not gurantee a fighting test will not have casualties. It will ultimately be up to the Genin to agree to such a test. Rules will be in place however, to avoid as much as possible.
As for location, I had a location in the water's surrounding the Land of Lightning; however, a new idea has come to me as we speak here. Captain-commander Yamamoto, would you be willing to offer the Land of Iron once again?"

Yamamoto looks a little uneasy.
"It would get the Samurai more invested in the world of the Ninja, something we actively tried to avoid. However, at this point I don't think it will be an issue."
"Good, then I have an alternate suggestion for that island I mentioned, but first I would like to hear of you agree to the current set up of the Exams. We can work out the finer details of the actual tests through messages."

Ginjo listened carefully. God, the Kazekage likes to talk a lot... And it looks like the Hokage is hiding something... Maybe she is concerned about teh Mizukage? Hmmm... I understand the Raikage has the best of the intentions but using the young to solve the problems of the old doesn't sounds fair to them... He then looked at Yamamoto. Oh, yes, The Samurais... I wonder if I can arrabge a battle against one of them... Always wanted to cross blades with their mighty swords. Back into the main topic. "I don't agree with using the young to solve the problems of the old, but I agree that, if said... Tournament, took place, and a problem surged in it, it would be easier yo deal with said problem there and would probably avoid a new war."

"lord raikage is right lady hokage. I support these restrictions but even withthe greatest of restrictions, the shinobi from our villages have been taught the skills to defend themselves with deadly force. It is innevitable that there be casualties particularly in a first wffort at these examinations because the genin are more likely to act on grudges now than ever. Obviously we can talk to them, try to convince them to let go of the anger but it is passed from one generation to the next. The cycle of anger is the way of the shinobi. However, if there is anything that can break that cycle it is channelling that anger into xompetition."

As the rest of the Kage spoke, Enoki listened to them, her eyes still closed. She did not want to seem as though she was ignorant, she just found it better to absorb the information. The only downside was the thoughts that plagued her. Korin, her current apprentice, was still only a genin, and was due to enter the next chunnin exams. If they were to be held within the five great nations, there was every chance something could go wrong. Especially if Mist was involved. She knew that the previous Mizukage had trying to restore his village back to more peaceful times, but there was something about Agnia that sent shivers down her spine. There was no trust there, and both women were fully aware of that fact.

"All chunnin tests have rules in place that do not allow death in our tests." she spoke up again, her eyes opening. "At least, in Konoha they do. If one shinobi does kill another in an exam environment, they are immediately stripped of their title as a shinobi and placed in jail. The life we lead is indeed a dangerous one, but there is no need for death so young when it is avoidable. There is no war."

Enoki folded her arms. "If these rules are not to be put in place, there is a good chance I will not have Konoha become a part of this. I want to protect my people in any way I can. That is what being a Kage is all about. I have held this position for too long now to turn my back on my village and what it's citizens want."

She was being firm now. She'd been worried about this summit, and the way the others' minds worked. Konoha was by far the most peaceful of the five great nations, and there was a good reason for that. She would fight tooth and nail if she had to, to ensure that none of her villagers, whether they be simple folk or shinobi, to be put in danger.

"I'm sorry, but that rule is way too strict." Ginjo said. "The Shinobi of my village are trained to fight all out, always. Doing less would be disrespectfull to their rivals. All I can say is to designate Chunins or Jounins to take care of the injured before is too late or stop the 'kids' of giving a lethal blow." He looked at the Hokage. He understood her, but not using/showing all their strenght wasn't going to be good either.

Kyoryu listens, Rules... Why do we have to argue over rules I thought the idea was to create a pact that would solidify the five great nations, then we can argue like a bunch of bureacrats fighting over who gets the last dollar of the budget. He thinks about this problem, then decides on a good replacement idea.
"I see two points, first is, although I cannot be absolutely sure, all the villages have their various exams in a different manner, so a uniform system would have to be established, secondly as for this rule conundrum, in order to ensure minimum injuries and significantly decrease the likelihood of casualties, why not use more accomplished shinobi to hide and observe ready to step in a moments notice to prevent any disastrous results. In the sand that is standard practice." he pauses for a moment, then figures he should finish off one more objection. "As for the impartiality of the "watchers" I can guarantee that any shinobi I assign will do what I say to the letter, and you other kages cannot guarantee this same duty than we could as the most honorable warriors from the land of iron to help mediate."

"I should correct myself, I support the removal of death in these exams by any means. If the majority of the Kage would prefer protectors over penalties, then I will side with them. Also, the uniform system of testing will be discussed at a later date."

The Raikage was growing weary of this debate, it was clear that everyone wanted to do this, but these details were getting in the way. He sighs at the idea that he still has another topic to go through, plus any others the Kage wanted to discuss.

"So ultimately, it looks as if the Mizukage gets an important vote now. He can gather a majority on protectors, or tie the debate with penalties, forcing the Raikage to choose."

Haru sat back crossed his arms. This was ridiculous. He let out a low growl. They were shinobi, not scholars. Death was a reality that they all faced. The earlier the young realized this, the better. He wished he could say something. If this is how they choose to handle this, the genin will learn to rely on figures lurking in the darkness, ready to jump out and save them whenever things get to hot for them to handle. As he understood it, the rank of Chuunin meant that a shinobi was ready to serve his village in any way, even giving up his life. To enact these rules would cheapen the lives of the ninja participating. It would take away weight and honor of the rank of Chuunin and make it no more than something won in a contest. Haru could never support such a perversion of the shinobi way. These people called themselves shinobi? Haru grit his teeth in anger. These kage didn't deserve their titles!

"Weaklings. All of them." Haru made sure to keep his voice quiet. Although at this point, he didn't really care if they heard him.
