Agnia was certain;y in favour of protection over penalty. Particularly as it would give her far more room to move. As she spoke she sounded empathetic to Enoki, yet still there was something chilling.

"My apologies Lady Hokage. The mist cannot support this penalty system. Our ninja arts are designed to wound and kill. Should an opponent be to slow or stupid to avoid my village's Jutsu I don't think my village should suffer. Many of my genin are swordsmen in training in hopes to become part of the Hidden Mist 7 legendary swordsmen. Do you propose to rid them of their weaponry because of the possibility of death and give yourself an advantage over those who trained with weapons? I am sorry to say that our ninja skills are designed to kill. I am in support of any intervention by the Jonin of our villages to prevent such killing and declare a disqualification upon the one they protect or save but I do not wish to have my Shinobi weakened for the sake of protecting your children."

that last remark was a cutting blow and she knew it. The mist was strong, they were bred to be none but the best. If the weak should die in this exam then so be it.

He cuts in before this can get out of hand.
"Harsh tone aside, this seems to be a decision of four to one. Lady Hokage, I promise you my best medical ninja will be on grounds during the exams. Our children should be safe. Please, let the Leaf join us for these exams."

"I will personally select a guard squad and medical team from my village to take care of that too Lady Hokage, you have my word." Ginjo said, showing his resolution to acomplish his promise at any cost. "Also, I think it would be wise to not only test the Shinobi strenght... But they intellect too." Knowing that today, many Genins were more skilled in tactics than fighting, he though that making tha proposal would make things fair for everyone. "Probably a pact of no agresion, at least direct, would be good too between the 5 main Villages. After all, we are Shinobi. Trying to get information from our enemies and allies is our line of job."

Keeping her arms firmly crossed, Enoki sighed inwardly. Yes, shinobi faced death everyday. But did that mean they should have to face it so early into their lives? She didn't try to be overprotective, but at the same time she saw them as children, not weapons of war as everyone else seemed to. Her problem was that she cared too much. Sighing, her eyes moved to study the desk before her. Everything had been so tough. Now it was their chance for peace. So why were they all turning their backs on a peaceful outcome?

She nodded to show her understanding, but said nothing else on the matter. It felt as if she were losing grip on herself. Becoming too emotional. She was never like this. Calm, cool and collected were the words used to describe herself normally. Here, she had been anything but. Perhaps it was because she was on edge, which was no surprise.

All in all, she just wanted to return to her village, go to her favourite pub and have a god-damn drink.

"Thank you"
"Seems that issue is resolved, Lord Raikage, let's here the other issue."

While both were topics he had taken personaly, they had different risks. The previous one was just that the Kage would be have to convinced, and that could have been impossible unless done right. This next one put his own person at risk, but he had to do it.
"I would like to make an offer regarding Jinchuuriki. I understand that many of the villages have captured those powerful chakra-beasts, but hardly any have successfully found control over them. In fact, there is a jinchuuriki in this room, I feel that I trust the Kage enough to reveal whom.
I am the host of the One Tailed Beast, Shukaku. I have learned to control the beasts chakra in a room the Cloud discovered long ago. It's located on the island I mentioned earlier, and I want to personally give the villages' Jinchuuriki a chance to visit this island to master the beasts. If they can learn to control it, maybe they won't break free as often as they have.

I'd rather not discuss this matter though, I mostly just wanted to make this offer known. From here own this can be done through deals between myself, the Jinchuuriki, and the Kage that leads them. Now, I would like to open the discussion to you four. Is there any issues you wanted to discuss"

Agnia listened to his words. She was mildly surprised to find out that he was a jinchuuriki. She had long since suspected that one of the higher members of his village carried a beast but her spies hadn't gotten enough information to identify who exactly it was. Clearly her network had some bugs in it. But this was a problem for another time. There were more pressing issues than the location of the beasts at this time. But this was good. Sitting on this might just give the mist the opportunity to capture the jinchuuriki later while they are weakened by training.

Enoki's eyes turned to face A when he mentioned Jinchuuriki. Now that she was aware that he also held a tailed-beast, his opinion on the subject was much more interesting. Then when he mentioned there happened to be one in this room, an eyebrow raised ever so slightly, the only surprise she would show outwardly. Inside her mind, however, was worry. Was this son of a bitch about to reveal her secret? Did he actually know?

Relief flooded her system when he revealed himself to be the container he was referring to, which did not show on her face. Instead, the surprise still lingered there, most would see it as surprise of A being a Jinchuuriki, but it was actually the surprise that he had willingly let them all know of his secret. That was dangerous. Incredibly dangerous. His offer did sound intriguing, but there was too many things that could go wrong.

When she returned home to Konoha, she would make sure to speak to Aurora about it.

"I must say, Raikage, that you have shown incredible bravery to share such a dangerous secret with us." she spoke, making sure to keep her dark eyes on him. "To know such information, it could be used against you. Although I sincerely hope that none of us could do such a thing." her eyes flickered to Agnia with that last sentence, so quickly that one could have blinked and missed it.

"I disagree." Ginjo said, looking straight to the Hokage. "THIS is exactly the kind of information I, personally, wanted to know. Even more if there is a place where they can go to train." He stood up and looked at the Raikage. "If you excuse me, I would like to ask for a friendly match, one on one, against you."

Ginjo was smiling. Facing a full trained ninja who mastered the control of a tailed beast. At this point he stopped caring about the Chunin Exams, he just wanted a match against the mighty opponent.

"Lord Tsuchikage. This is a peaceful meeting; I'm sure you can fight to your fill after this Summit. Then again, if no one has anything more to discuss, maybe this Summit is at its end. Anyone?"

"Well I for one support Lord Tsuchikage's proposed duel. I have grown tired of Lady Hokage's arrogance and underhanded comments towards me and my village."

She turned to look Enoki in the eyes with a chilling stare.

"Yes my dear, I have noticed the looks. After every comment you glance my way for just a moment post a comment about distrustfulness. I would remind you that I came to this summit with an apology for past affairs. However, if this is how the leaf treats those who come with humility and desires for peace then I don't believe I have any interest in such an alliance. Thank you for your hospitality master Yamamoto, The mist will take its leave now.

She stood clearly rather displeased with Enoki and began to walk out.

Both of Enoki's eyebrows raised with the sudden exclamation from the Mizukage, pretty much painting her as the bad guy. This girl was barely just an adult. She had no idea the things Enoki had been through, what her village had done to the people in Enoki's life. She mistrusted anyone from the village, as would any normal person. Especially having heard recently that the peaceful era of Mist had seemed to have ended due to the rule of the new Mizukage.

For Agnia to have said such things about Enoki in the company of the other Kage was downright disrespectful.

The anger boiled within Enoki, and she found it hard to keep control. To the others, it would simply seem as though she was annoyed. Inwardly, her body and mind were at the midst of raging a war. She could feel that her chakra was about to spike, and would alert the rest of them to her Bijuu.

Come on, let it go, you know you want to...

Enoki ground her teeth together, she could not... would not lose control right now. She tried to keep her breathing even and closed her eyes.

Be quiet. I can't afford to alert them.
But that bitch deserves to pay for what she said about you...
This can be settled another time. It is too dangerous now.

Finally, she felt herself calming, the Bijuu being overpowered by her self control. A wave of relief swept over her and she sat back in her chair, opening her eyes slowly. The others had no idea how close to disaster they had come.

"I apologise if my behaviour has offended any of you, as it has the Mizukage. My personal feelings towards the Mist simply got in the way of my professionalism." she explained simply, hoping to simply leave it at that.

Yamamoto taps his blade three times. To the Kage it would appear as agitation from the break down among Kage. To the samurai, it was a signal.
Yamamoto draws his blade in the blink of an eye. Finally, the Kage would were open to attack.
Flames emerge from the blade as he slams it through the table. They spread through the room at amazing speed, attacking and seperating the kage with flaming "Chakra" (Whatever Samurai use) barriors.
Yamamoto is left with the Kazekage in a barrior. The others are seperated.
"Fools, you came to a land that plead neutrality and destroyed it with your war. During this summit, we completely surrounded the building"

In the Mizukage's barrior, a couple samurai appear. The samurai knew there was a noticible strength from the Mist with 2 Kage, so they sent a few more reinforcements.
In front of Agnia, a samurai with white hair appears. Alongside him are two other captains.
"Unlike you, Samurai are honorable. We'll let you know our names before your defeat, you Mist scum. I am Captain Hitsugaya, this is Captain Kyoraku, and that's Captain Kenpachi."
In the flame barriors, an ice barrior appears to seperate the three mist ninja.
Hitsugaya is with current Mizukage
Kyoraku is with the previous
Kenpachi is with the Mist Swordsmen

With the Raikage was a man with a snake like appearance, he has killed the two assistants.
"Would you like me to let you get away?"
"Wait, your that Captain Gin....Murderer"

The one seen as Captain Byakuya appears before the Hokage.
He doesn't say a word and draws his sword.

Finally, the Tsuchikage is left with the last Captain.
"If my name is off importance, I am Captain Sajin Kamamura"

Seeing that his fight against a tailed beast wasn't going to happen, Ginjo smiled while he saw the Samurais reaction. "My name is Ginjo Gearfried Ganner." He grabbed his own massive sword and put him next to him. "What do you say if we set a bet for this fight?" He was going to fight a mighty opponent... Making it a bit more interesting sounded even better.

Haru's blood began to boil. This turn of events was very unexpected. He had wanted to test his strength against the samurai. And the tension between the kage had only managed to make his desire to kill even greater. Now their mediators were challenging them? These samurai had made a huge mistake. Haru's limbs began to tingle. The sensation spread up and down his spine and soon filled his entire body. A feeling, like a faint whisper, lingering in the back of his mind, finally came forward. His excitement gave it a voice, and soon his entire mind was filled with one word.

Kill

Haru grinned like a mad man, and began to laugh. He was only made more angry by the samurai's view of honor. They talk about honor, but they allowed the leaders of the villages in their land under the guise of mediation, and then ambushed them, caging them in like pigs? No. It was this samurai scum that must learn what honor truly is. He grabbed Hiramekarei and swung it forward. The bandages on the sword began to loosen and fall off. Haru wouldn't use its ability just yet. But he was prepared to. He had stored a large amount of chakra in the blade on the journey here.

"You've got balls," Haru said condescendingly. However, his voice was different than before. It was now much harsher, more primal than anything else. The intent to kill was present in every syllable. "I'm going to chop off your fucking head and give it to my daughter as a gift! Then I'm gonna take that piece of shit captain of your's and throw him into a pig pin where he belongs."

He let out a primal scream and dashed toward the samurai, ready to smash the bastard to pieces.

Saisuki wasn't pleased, as Haru could see on his face. But Saisuki wouldn't really make mention of it, and when Agnia decided to make their leave, he didn't protest and walked with her like a good boy. But everything changed... when the fire nation samurai attacked. When they had, Saisuki did not show indication of interest, but only muttered under his breath, "About time..."

Saisuki looked around at the fire-barrier surrounding him. Then at the Captain before him, Kyouraku his name was? First, Saisuki closed his eyes, he seemed to focus on something. He smiled and shook his head, "Fine, I guess I can play with you. I hope you know you've done a bad thing though," he pulled his blade from his back and it caught aflame. He held it loosely at his side, "Your move, Samurai-san."
