Heath Ledger's Joker was the best video villain I have ever witnessed, bar none. The only character that I can think of that tops him as a villain is a character in a scifi book series called Deathstalker (corny name, full of typos and grammatical errors, and repeated sayings) This character is called Valentine Wolfe, and is the heir to a powerful mafia like family. His entire body and brain chemistry have been altered by constant drug use, and he is no longer sane by any definition of the word. Despite all the series' failings, I still enjoyed it, and would recommend it to others if they can look past the aforementioned issues.
As for the Joker, my favorite line of his in the movie is "Very poor choice of words... (Laughter)"

"So please forgive what I have done, no you can't stay mad at the setting sun. Because we all get tired, I mean eventually, there is nothing left to do but sleep."
"Praying heaven will open wide, hold you tight. As for me, I'll be alright. This impact you would have, the songs I'd write. Dreams of you, changing your mind. Anything to pass the time. But, for now, I hope you can hear me as I cry, I love you and goodbye."
