imo, no.

Over hyped by the media considerably. It deserves a high 9 but not a perfect 10. The story is completely generic and not oscar material like IGN stated.

Compare it to the other game that received a 10 (MGS 4)
and it's hands down inferior to MGS 4.
So a high 9

Well GTA IV was solid in every category except for the storyline. I agree with it being overrated.

10 doesn't mean perfect. It simply means it's an incredibly good game, and a must have in any collection. It means the game will blow you away.

While I haven't played much GTA4, based on my friends reactions, and most people's reactions I'd say yes, it did deserve a 10. (also, my friend who has played it said, yes, it does deserve a perfect score.)

Also, I'd like to say something that Shawn Elliott of 1up said. How can one quantify the quality of a game into a number. Really, those numbers mean nothing, what really matters in the review is the text.

There are flaws in the game that really went unnoticed to reviewers. I do agree with the so called "oscar-like" storyline being exaggerated. It's completely generic and similar to the other GTA's. Everything else is great
