((Okay, just some stuff beforehand. I tried to make this a smaller area, so that it wouldn't interfere with the major players in the story. No huge ass gangs running around on Leaky Street. It's a place to live, a home base for your character if you want. Leaky Street isn't just a street, it's the surrounding neighborhood as well, and anyone is welcome to help me add on to it by posting here. I tried to make it fit into the setting we're going for, any ideas to improve on it will be welcome. I started making up personalities, for the various people living there n' such. Because really, half the fun of making an area of the city is saying who frequents said area of the city. Otherwise it just feels empty. If you want to use anyone as a major NPC in the RP, go right ahead and write them up on the NPC template. I really don't care how they're used in-game, you can even kill'em if you want! Anyways, here is Leaky Street.)) “Leaky” Street Area: Leaky Street is a section of the city, close to the waterfront and filled almost entirely by low-rent and poor quality apartments and homes. Leaky Street isn’t the actual name; the street in question is called Leaks Street. Being the main street running through the area though, the residents have taken to calling the entire surrounding area “Leaky” Street. The districts nickname was originated during a great storm in the midst of WWII, where nearly a third of the apartments in the area were flooded or had problems with shoddy roofing. Street hoodlums took to referring to the area as “Leaky” Street, due to the abundance of problems in the aftermath of the storm and the tendency for residents to walk the streets in soggy clothes after a hard day draining basements. Beat cops in the area picked up on the nickname, and after the arrest of a small gang of serial robbers in the neighbourhood, the press dubbed them “The Leaky Street Robbers” and the name stuck. Today, Leaky Street is populated by the lower middle class, Dockers for the most part, although there is a thriving Romanian community on the west-end of Leaky Street. The criminal element has never been strong in the district; it’s a small section, with little stores to exploit and little property to steal. As such, smaller units are usually present, consisting of anywhere from five to twenty men. Leaky Street Gangs have no large operations in other areas and the small state of the gangs means that several can work the turf at once. Collapse of these criminal gangs are common, the Police show their colors without fear and keep close tabs on the street life, frequently make arrests in the area when an outfit starts causing enough trouble to warrant the cost of a raid. Survivors sometimes reform or join other gangs in the area, or move on to bigger things in the other districts. There is little entertainment to have in Leaky Street. The Romanian community is close knit and frequent the farthest west strip of Leaks Street, where there is a community centre and several Romanian owned businesses. Interspersed between the apartments and homes of Leaky Street you’ll find variety stores and liquor stores, but not much else. There isn’t a School in Leaky Street; kids have to catch a bus into another section of the city to attend their School. There isn’t a church either. Notable Outfits/Residents: Augustin Lazar “Romanian Protection Militia” (R.P.M) Numbers: Medium Area of Operations: Western Side of Leaky Street Augustin Lazar is the leader of the Romanian Protection Militia, a small number of Romanians from the west side of Leaky Street, who’ve joined together to protect their interests. Augustin Lazar is the patriarch of the Lazar family; his two chief Lieutenants are his Son and Grandson, Vali Lazar and Costin Lazar, respectively. Augustin Lazar is an aging man and commands respect from near all in the Romanian community. Despite this he is paranoid and harsh towards others who are not of Romanian blood. (Other Immigrants are the occasional exception to this.) Augustin was a dock worker, a strong man who worked hard for his family and community but was constantly abused and ridiculed by others until his Boss eventually fired him. Augustin believes his firing was racially motivated, and rallied his fellow Romanians together to battle anti-Romanian sentiment in Leaky Street. The Romanian Protection Militia jealously guards its territory, preventing any crime in the area by walking the streets and making frequent patrols, and occasionally directly confronting hoodlums in their area, beating them before handing them over to the authorities. The RPM isn’t technically considered a gang as they have no real criminal activity, but several of their members are known by the police. Of note is Vali Lazar who served time for the killing of a home invader. Since getting out of prison, Vali has been pressuring his Father to consider moving to more criminal means to keep the RPM running and the streets “safe”, although his true motivations are obvious. None are more vocal and more opposed to this then Vali’s own son, Costin Lazar. With Vali Lazar’s prison term, Costin grew close to his Grandfather, taking his Grandfathers ideas and putting a very supremacist spin to them. Costin is opposed to turning to crime as he feels it is beneath the Romanian people. Other key members of the RPM include: “Killer” Korzha, a close friend of Costin Lazar. He is known for his brutal behaviour when confronting intruders on RPM turf. Korzha is somewhat of a braggart, and his nickname has stuck mainly due to his fondness for it. Mihai Jonker, a banker and personal friend of Augustin Lazar, for most of his life. In poor health at present, he is one of the few people who Augustin will turn to for advice. Vasile Fidatov, another friend of Costin Lazar, Vasile’s father was a very well respected man in the Romanian community and a likely next leader for the RPM, until he was died in a freak car crash. Vasile does not share all of Costin’s political views and often voices his opinion on matters, but he is considered a weakling by many and he is tolerated but ignored. Anton Goga, by far the most violent man in the RPM. It’s a well known fact on the street that Anton Goga killed two hoodlums from an upstart street gang after they harassed his daughter one too many times. However the RPM, already well offended by the harassment in the first place, threatened to answer back with violence should anyone put the word out that Goga had done the killings. With no direct evidence and no direct witnesses, Goga was questioned and heavily suspected but never tried in the killings. He has refused to bring the matter up with anyone other then Augustin Lazar. His family is one of the most reclusive of all the Romanians, and it has only grown worse since the attack. _________________ “Sparkplug” Malone Malone’s Crew Numbers: Low Area of Operations: Northeast Leaky Street “Sparkplug” Malone’s Crew operates out of the Northeast side of Leaky Street, which isn’t much in terms of turf. In truth, the gang isn’t much to worry about, they usually commit muggings and B&E in the area but Sparkplug isn’t the brightest and has no motivation. He makes sure to stay clear of the Romani turf on the West side of the District. They don’t seem all that concerned about turf, unless it’s about straying into someone else’s. A weak gang, with weak leadership, the only thing they really have is a rivalry with Kirkland’s Crew. Several of their members are currently on the run and wanted by the law, after a botched robbery. Other key members include: Bobby Dukes – Second in Command, Dukes is a gambling addict and serial loser. He can’t hold down a job to save his life. “Spit” Caldwell – By far the most dangerous of Malone’s crew, a frequent offender when it comes to stickups and robberies in their turf. He isn’t one to take an insult and often acts on impulse. Nichols – Currently wanted in connection to a robbery. Ronald “Scapegoat” Hicks – He’s Nichols partner in crime. Currently on the run and wanted in connection to a robbery. Laurence Boyd – The group treasurer and the mastermind behind most of their robberies. While Bobby holds seniority, Sparkplug trusts Boyd far more and defers to him more often then not. ____________________ Efrain Cooke “The Teddybears” Numbers: High Areas of Operations: From Northeast Leaky Street to the edge of RPM turf. Organization in “The Teddybears” is lacking, to say the least. The gang has high numbers but it consists entirely of street toughs and inexperienced youth. Schisms occur frequently and personal feuds are just as likely. While Malone’s Crew makes far more dough, The Teddybears rule most of Leaky Street. Their crimes are erratic and are just as likely to be for fun then for monetary gain. Efrain Cooke is a boulder, a six foot tall wrecking ball whose claim of leadership is backed entirely by his fists. The only real way to goad him into fighting however is either for ‘control’ of The Teddybears, or referencing his Spanish heritage in a negative way. The Teddybears despise the RPM for the most part, and frequently vandalize buildings in the Romanian section of Leaky Street with offensive slurs to get a rise out of them. Other key members include: The McBride Boys, Vern and Boyce - Boyce McBride is a fighter by trade. When other members of The Teddybears are down to rumble, Boyce is ready to throw down. He’s a dock worker and main money-maker in the McBride family, a broken home. Vern, the younger twin, is a perennial slacker with a drinking tendency. “Squid” Wiggins – A wannabe puppetmaster, Squid doesn’t understand that The Teddybears don’t really qualify as a big city gang. He has dreams of being a mafia don, but no one listens or likes him all that much. His nose is askew, after Efrain got drunk one night and threw him face first into a trashcan for talking too much. Theo Mullins – Mullins’ pop is a righteous and god-fearing man, who works hard to support his family. Theo hates him for it, and is boarding at his best friend Rickey’s house. Theo is a scumbag, with a weak spot for the ladies. Rickey Cash – Theo’s best friend. Rickey lives on the edge of RPM turf and despises the Romanians more then anything else in the world. He has a steady girlfriend and a nice car, and is one of the most well off people on Leaky Street. ___________ Cricket Kirkland “Kirkland Crew” Numbers: Medium Area: Main Strip of Leaky Street Seemingly the only group in Leaky Street with true ambition at the moment, The Kirkland Crew and Malone’s Crew have a rivalry; Cricket Kirkland was a former friend of “Sparkplug” Malone’s, until he broke off on his own. Kirkland’s Crew brings in more money then Malone, and they’ve been looking to venture off into other areas of the city. Cricket is known as a dreamer with eccentric tastes, with a tendency to bite off more then he can chew. Other key members include: Kaspar – Group Treasurer and Cricket’s Right Hand. “The .44” Ollie Pike – As far as Leaky Street goes, The .44 is the most notorious criminal they have. Wanted for multiple crimes, he’s known to be an associate and ally towards Cricket Kirkland, but his whereabouts and reasons for this are unknown. “Steamboat” Chaney – A thug and enforcer with a sensitive side, Steamboat has a knack for art and draws in his spare time. Horace Barron – Another enforcer and frequent partner of Steamboat. Cool and collected for the most part, he takes his jobs seriously. Ty Eaton – Ty Eaton is a strange case. He joined Cricket’s unit as an enforcer, but was soon suspected to be a snitch. Before Cricket’s men could detain him however, his house was raided and set ablaze by persons unknown. Ty fled, and is missing but presumed alive. The perpetrators are unknown, as are their reasons for wanting Ty dead. Cricket doesn’t want anything to do with him anymore. |
