Rip-Tire not doing damage

Hi,

I was playing Junkrat yesterday, and my rip-tire was right next to Mei, and I clicked it and it exploded. However, Mei was still very alive. Upon watching the replay, I saw that the rip-tire was placed underground, and that may be a theory as to why it didn't do any damage. It did appear above ground when I was guiding it, but it did no damage in the end.Of course, I thought it may have been ill judgment as to why it would kill her, but I experienced the other side of that bug today. I was playing as Ana, and I heard Junkrat's ultimate, and he came for me. I couldn't do anything about it, so I accepted my death, but it never came. It literally blew up in the middle of my body, so there is not doubt that it should have killed me. I was able to save that replay before the game updated, so if you want to see it, I can post it?

Please help.
