Yes and no. Yes, oil needs pressure and heat, but if you've ever seen a dead carcass, you know both are created by the breakdown.

All oil finds are near a body of water so the oil is a by-product of the breakdown during the decaying in water. (most likely washed there during a great flood....since there is not alot of other reasons that massive amount of carbon matter could end up in such limited spaces). Coal is the breakdown of carbon material without water and is generally further inland.

Though there are tar and shale oil finds, these are different than the deep pockets of coal and oil found. They most likely didn't decay completely which is why it has to be done via the process of their production...

But I have to remind myself....I am guessing on this theory because Hapgood's theory gets a lot of support from this theory of a-biotic oil.....I don't think it is a product of the earth....unless you include life being a product of earth.
