Are werewolves considered Kinfolk before the first change?

The book says this: "No, they are not. They're werewolves from the moment of birth. for instance, if they have kids with another Garou before undergoing the first change the progeny will be metis."

Our Answer: Yes and no.. some are born with the destiny to be garou, and some start out as kinfolk. Since it is a matter of genes, and the Garou and their Kin do share the gene necessary for the change, (one has it active and the other inactive) then it is completely possible for a Kinfolk who is young enough to go through a trauma or a terrifying situation to change. Further more, even older Kin have the chance of changing if something bad enough or traumatizing enough happens... but the chances are way less then if they were in their youth. So in short if you start out playing a kin and want to have them change, or think a particular situation might make them change, then yes you can request it.

Do matings between Garou and Fara produce metis?

Nope, metis are a result of two shapeshifters with too-compatible spirit halves mating; it's kind of like incest, only on a spiritual rather than genetic level. If a garou mates with a member of another changing breed, their spirit halves are incompatible-- hence, no metis. The child is the Breed of the mother; this may mean that the child can't be of the fathers shapeshifter race at all ( for example, a Lupus mothers pups can't be Bastet even if the father is bastet.) The chances of "breeding true" are drastically reduced in such matings, anyway; there's only a 5% chance that the child will breed true to the mothers race and only a 5% chance of breeding true to the fathers race. If being of the father's race is impossible (like in said example), there's still only a 5% chance of breeding true to the mothers race-- hence such pairings are far from honorable in the since of "Taking a good mate and trying to breed true."

You can only spend half you permanant rage in a turn for the purpose of gaining extra actions, and is that fraction rounded up or down?
