3. The Minister of Internal Affairs
a. The MoIA is an Elected Office in The Exodus Region
b. Is responsible for the internal security and domestic tranquility of the Exodus. The MoIA will:
i) Ensure that the laws and democratic principles of The Exodus are upheld and adhered to on the RMB and Off-site forum, and other official the Exodus meeting places as designated by the Founder.
ii) Serve as the point of contact for all nations in The Exodus concerning the day to day internal business of running The Exodus region.
iii) Ensure that every nation of The Exodus is treated in a respectful manner as per
Forum Moderation Rules as listed below:

Forum Moderation Rules:
If a member of the forum breaks forum rules, which include Invisionfree ToS and any other agreed guidelines as the forum administration agree on them, they may be given an Official Warning depending on the severity of the breach and the number of times they have broken the rules since their last warning. Official Warnings are administered through the built-in Warning System, which increases warning levels in increments of 20%, and enforces moderation as required.

To ensure fair moderation across the board, these guidelines will be enforced by The Chief Justice of The Exodus following a ruling on a case by case basis in the Court of The Exodus:

20% warning - 5 hour mod preview
40% - 1 day mod preview
60% - 5 hour post suspension, 3 day mod preview
80% - 3 day post suspension, 1 week mod preview
100% - 1 week post suspension, indefinite mod preview

And should, after 100%, the member's posts obviously are not improving, or if they're carrying on through PM's, they get kicked out the door via IP ban upon the approval of The Chief Justice.

Definitions:
Mod Preview: A mod must review posts before they are publicly viewable
Post Suspension: The member cannot post, but can still use other forum services and read topics.
IP Ban: Prevents a single computer or internet connection from accessing the forum. Other ban methods may be used if a single IP proves ineffective.

In the (hopefully unlikely) event of an extremely severe breach, it is possible that a more severe penalty may be enacted for that offence. However, deviations from this procedure will not be enacted without a ruling by The Exodus Chief Justice and this judgment is subject to appeal if the nation in question requests it".

The MoIA will in such cases give a verbal warning when he/she feels that a comment violates this standard. If the poster concerned continues to violate the forum rules and ignore the verbal warning, the MoIA will then file charges and present a case in the Court of the Exodus.

In this trial, the MoIA would be the prosecutor, and the poster in question could either defend himself/herself or employ the services of an attorney. If the poster is convicted in the Court of The Exodus by The Exodus Chief Justice, then the Chief Justice will decide what punishment as per the Warning system is to be enforced. Should the poster persist after the ruling of the Chief Justice, they will again appear before the Chief Justice, who will review and enforce a higher level of punishment in line with the Warning system.

c. Is responsible for counter-espionage activity within The Exodus and her forums. This applies to any action that would be detrimental to the region as a whole, its government, its allied regions, or any nation thereof. The MoIA will investigate all complaints brought before the region or identified by any member of actions that appear to involve espionage and sabotage of The Exodus. Upon investigation of the merit of these complaints, a report shall be submitted to the Founder for further action and consultation.

d. May appoint a Deputy MoIA with prior permission from The Founder.

e. Is responsible for recruitment or the appointment of a regional recruiter with founder approval.

f. Is responsible for welcoming and assisting new nations to The Exodus

g. Is responsible for maintaining activity within the region via the forums by stimulating discussion and highlighting important events

h. Reports directly to The Founder.

i. The Minister of Internal affairs must have:
i. Native status in The Exodus
ii. A minimum population of five hundred million.
iii. A minimum time of participation in the forum of sixty days, as determined by join date
