That might be more due to the nature of The Sun itself, which has ran stories like this one.

Sure, the game is sick, but would they rather people go out and do it for real instead?

Yeah, The Sun is only about twenty years or so behind the times. Ride on a Shinkansen and you'll see Japanese schoolgirls reading manga filled with scenes of rape, graphic sex, and all sorts of perversion or playing date sims on their DS that have much of the same.
The difference between western culture and Japanese culture is that the Japanese give their people credit for just considering this type of thing escapist entertainment (as evidenced by an extrememly low rate of violent crime-the #1 crime in Japan almost every year is bike theft) that no one would think about in real life, as opposed to the West where the watchdogs think everyone (except them, of course) is too stupid to separate a video game from real life.
