Vice Chancellor of the USE
BY ORDER OF THE PRIME MINISTER OF THE UNITED STATES OF EUROPE

The position of CHIEF JUSTICE is hereby dissovled until the judicial powers are decided upon. The Parliament of the USE will be temporarly the holder of judicial power in regards to trials and so on until notified other wise.

It is so ordered.

Where does it say you can enact executive orders?

Article II. The Chancellor
 
A. The Chancellor shall be the Head of State.
i) S/he must set an example for the rest of the region to follow.
ii) Shall be expected to uphold a higher standard than the norm.
B. The Chancellor shall be the Head of Government.
i) The Chancellor shall be incharge of all aspects of government
ii) The Chancellor is not obliged to but can delegate aspects of Government to Ministers who will form a cabinet
B1. If The Chancellor appoints a cabinet.
i) Cabinet positions shall be created by the Chancellor by means of delegating his powers and responsibilities.
ii) One cabinet member must be appointed as the Vice-Chancellor to take over in the event of the President's absence or impeachment.
iii) The cabinet and its institutions may be altered at any time for any reason.
iv) The cabinet and all institutions shall be inhereted by the next Chancellor.
C. The Chancellor shall be selected via democratic process, and shall serve a term of four months, defined as 120 days.
i) No more than 3 candidates shall run for office of Chancellor, and they shall announce their candidacy on a first-come first-served basis. No more than 48 hours shall be allowed for this.
ii) Candidates may only run for office as long as they are an active member and have been an active forum member for more than 7 days. This is to find the most dedicated Chancellor possible.
iii) Candidates shall be voted for over one(1) week, with the candidate with the most votes being elected Chancellor. This vote takes place on the penultimate week(The week before the last week) of the current Chancellors reign.
D. The Chancellor shall hold the power to sign bills into law.
E. The Chancellor shall hold the power of veto.
F. The Chancellor may pardon any individual of a crime.
i. No individual may be pardoned more than once by the same President.
G. The Chancellor shall be allowed to serve an infinite number of terms
H. If the Chancellor is absent more than 20 days, a new election will be held for Chancellor. Once the Chancellor returns, he immediately resumes control of the Chancellory. If both the Vice Chancellor and the Chancellor are absent, the Delegate will assume control. If the Delegate is absent, the Parliment shall assume control in accordance with the Constitution.

I would have thought B1 and everything it says pretty much answers that. Also A. It says the prime minister is in charge and makes the decisions, thus Grant has made a decision to dissolve the position of Chief Justice. I see nothing saying he cannot, only reasons for why he can. He delegated that position by choice, but it is at this point in time redundant so what purpose does it serve keeping it? It wouldn't be efficient to have something that's not even in use.

Anyways I thought you said you had nothing to do when you held the position?

no, I'm only regurgitating what Grant had said, also, he said the courts were separate from his cabinet and that I have nothing to do with his cabinet, he has done something he doesn't have the power to do
