In the middle of a dense forest lie a modest trading community. The town was formed a couple decades ago as a minor trading outpost where travelers to the west would stop for the night on their long journey. For a long time it was quite unremarkable, until recently that is. When Gareth managed to wrestle control over Gwynedd a bunch of trading companies feared that they might lose their liberties so they left. They settled in the location of a trading post. Using their accumulated wealth, the traders invested heavily in the outpost's development into a full sized town. In order to prevent it from befalling the same fate as Gwynedd they introduced a form of meritocracy, where one's right to be in the council was determined by what you have done to help the town, the amount of magistrates in the council never rising above fifteen. Another requirement to become a magistrate is that you have to prove yourself to be completely impartial in all matters and that you don't have a personal agenda.
