An Act of Friendship and Mutual Respect for Sovereignty between The East Pacific and The United Defenders League Preamble The East Pacific was once occupied for an extensive period of time in one of the darkest eras of its history under the regime of "The Empire". Thus, The East Pacific sympathizes with and supports the need of a region for security and sovereignty, and with The United Defenders League's noble cause of securing these freedoms abroad across NationStates. The East Pacific is regarded by The United Defenders League as a reasonable, mature and stable region. It is that stability and reasonableness that makes them the most preferable of friends. When "Condemn The United Defenders League" was proposed, The East Pacific opposed and provided a reasonable argument against the resolution. Reciprocating The East Pacific's calm, rational good nature is the least that The United Defenders League can do to show its gratitude -- it seeks friendship with The East Pacific. This draft has been written to try to address the problems that left neither party able to fulfill the terms met by the original "An Act of Friendship, Development and Mutual Respect for Sovereignty between The East Pacific and The United Defenders League". Section 1. General Provisions 1. A friendship is established between The United Defenders League and The East Pacific, which will be filled in accordance with this treaty. 2. The provisions, as stipulated in this section, apply to all subsequent sections of this treaty. 3. Under all circumstances: The East Pacific retains all decision-making power over the EPSA and The United Defenders League retains all decision-making power over The United Defenders League. 4. Either party can dissolve this treaty by means of a written notification which is in accordance with the local decision-making rules of each party. 5. Both signatories agree to act in good faith with one another and with the spirit of this document's law; that is, not attempt to manipulate, undermine, or otherwise force change upon the other signatory for the other's interests. Section 2. Military and Intelligence 1. The United Defenders League promises to provide military aid to defend the security of The East Pacific. 2. While The United Defenders League must respect The East Pacific's sovereign decision to invade a region if they find it necessary, The East Pacific must likewise, respect The United Defenders League's decision to defend a region (even against The East Pacific) if they find it necessary. 3. In effect, both parties will professionally let bygones be bygones, although discussion between both parties is encouraged. 4. Military cooperation is highly encouraged between the EPSA and The UDL. 5. Both signing parties shall, in good faith, disclose uncovered information with one another in the interest of their own counter-intelligence. 6. The EPSA will provide a Military Liaison to The United Defenders League to exchange mutual communication regarding new military operations (e.g., the liberation of a roleplayer region) -- all officers (i.e., Lieutenants and the Chief of the Band) in The United Defenders League will serve as the Military Liaisons for The United Defenders League to the EPSA. Section 3. Limitations 1. This treaty can never be understood or used as grounds for compulsory military assistance or cooperation in any military or intelligence operations. Ratified: Jan 18 2014. |
