Born Thomas Rhys Hooper to parents Robert Hooper and Debra Hooper (née Wells) in Richmond, Yorkshire on 19th July 1959. Attended Richmond Boys' Grammar School, leaving in 1977 with 11 O-Levels and 4 A-Levels. Studied History at University College, University of Oxford, graduating with First Class Honours in 1980. Through connections with his MP, Leon Brittan, entered the Home Office as Special Adviser to Home Secretary William Whitelaw. Performed the same role for Leon Brittan and Douglas Hurd until the 1987 General Election, when elected as Member of Parliament for Richmond (Yorkshire). Retains seat in the 1992 General Election. Chosen as Secretary of State for National Heritage under John Major, until the 1997 General Election. Retains seat in subsequent General Elections.
