France would favor and accept what we view as the current consensus for the Mediatization of the HRE. Laying out the map of Germany as such: ![]() France therefore encourages the Reichstag to ratify a resolution that: Lays out the reorganization as above, compensating various German Princes for their losses on the left bank of the Rhine, consolidating existing realms, and reaffirming the current boundary between the Germanic Empire and the French Republic as set forth at the Treaty of Luneville, at the River Rhine. The Kingdom of Prussia is not comfortable with foreign meddling, but has to agree that something must be done to content the discontented and to give possession to the dispossessed in order to ensure the peace and tranquility of Germany. With respect to that admonition, we intend to endorse this proposal toward those ends.

OOC: Salzburg is where the former Habsburg Duke of Tuscany got stuffed in compensation for the loss of his realm. Trying to compensate him elsewhere would open a new can of worms. With many other powers demanding counter compensation to the Austrian acquisition, and requiring the destruction and reduction other realms most likely to make room, which would be contentious to say the least.
