Committee: Environmental
Subject: Climate Change
Proposed by: Republic of Iraq

The General Assembly,

)Observing the increases in atmospheric carbon dioxide
)levels over the last one hundred years,
)a) caused by fossil fuel use in developed nations to
)generate power,
)b) and deforestation in developing nations to clear land for
)agriculture,

)Taking note that sea levels are also rising, caused by
)higher temperatures from increased carbon dioxide levels,

)Realizing that the developing world is going to be affected
)more than the rest of the world because of location and
)climate,

)Bearing in mind that the whole world will probably be
)affected negatively by an increased carbon dioxide level
)and the climate change that will transpire,

)Expecting that climate change will accelerate in coming
)years, as it has during the last century,

)Recognizing that the developed world is taking little action
)to slow or prevent increasing its carbon emissions despite
)having the resources and abilities to intervene,

)Encourages nations which have signed the Kyoto Protocol
)to adhere to their agreement and endeavor to reach the
)national and international goals set;
)a) by enforcing national regulations on carbon emissions;
)b) through exchanging carbon credits internationally using
)emissions trading, clean development mechanism, and
)joint implementation;

)Requests that heavy producers of carbon dioxide take
)action to reduce emissions in their countries;

)Calls upon all nations to establish renewable energy
)sources to decrease dependency on fossil fuels and offset
)other emissions;

)Recommends that areas that would be considerably
)affected by climate change take protective action against
)the inevitable changes;

)Calls for more ambitious international agreements and
)incentives to decrease carbon emissions.
