Committee: Environmental Subject: Climate Change Proposed by: Republic of Iraq The General Assembly, 1)Observing the increases in atmospheric carbon dioxide 2)levels over the last one hundred years, 3)a) caused by fossil fuel use in developed nations to 4)generate power, 5)b) and deforestation in developing nations to clear land for 6)agriculture, 7)Taking note that sea levels are also rising, caused by 8)higher temperatures from increased carbon dioxide levels, 9)Realizing that the developing world is going to be affected 10)more than the rest of the world because of location and 11)climate, 12)Bearing in mind that the whole world will probably be 13)affected negatively by an increased carbon dioxide level 14)and the climate change that will transpire, 15)Expecting that climate change will accelerate in coming 16)years, as it has during the last century, 17)Recognizing that the developed world is taking little action 18)to slow or prevent increasing its carbon emissions despite 19)having the resources and abilities to intervene, 20)Encourages nations which have signed the Kyoto Protocol 21)to adhere to their agreement and endeavor to reach the 22)national and international goals set; 23)a) by enforcing national regulations on carbon emissions; 24)b) through exchanging carbon credits internationally using 25)emissions trading, clean development mechanism, and 26)joint implementation; 27)Requests that heavy producers of carbon dioxide take 28)action to reduce emissions in their countries; 29)Calls upon all nations to establish renewable energy 30)sources to decrease dependency on fossil fuels and offset 31)other emissions; 32)Recommends that areas that would be considerably 33)affected by climate change take protective action against 34)the inevitable changes; 35)Calls for more ambitious international agreements and 36)incentives to decrease carbon emissions.
