1) THE GENERAL ASSEMBLY

2) Guided by the fact that access to information is essential to all countries leading a democratic
3) way of life,

4) Emphasizing that a democracy is for the people, by the people, and that if one country's
5) citizens is not presented the knowledge of what's going on in the government, then it does
6) not fulfill the citizens' democratic rights,

7) Understanding that not all countries follow a democracy, but all people must be granted the
8) access of information of the government,

9) Bearing in mind¬¬ that countries with a long history of conflict lack in government transparency
10) because their first priority is to ensure the security of their country,

11) Concerned that many countries state that "All citizens have the freedom of information" and
12) does nothing to support these rights,

13) Deeply concerned that people are unable to access information because of the lack of
14) reporters in their country due to the violence and threats journalists and reporters alike
15) receive,

16) 1. Encourages all countries to allow more access to information by:
17) a) limiting media censorship
18) b) improving infrastructure
19) c) building schools, libraries, etc. in which people could access information;

20) 2. Draws attention to the violence and threats journalists get by simply exercising their
21) journalistic rights, and should be solved by passing laws that protect journalists rights
22) and provide benefit packages to reporters so they feel encouraged to continue reporting;

23) 3. Reminds that the security of a country is what values the most and should be put into
24) awareness first before improving the access of information in a country;

25) 4. Takes note of the fact that the lack of access to information is rooted from the lack of
26) security, infrastructure, education, and poverty in a country and should be taken care of
27) first;

28) 5. Emphasizes that access to information is the living blood of democracy and should be
29) improved, in developing countries in particular, as soon as possible.
