Committee: Environmental Topic: Environmental Sustainability Proposed by: Republic of Iraq THE GENERAL ASSEMBLY 1) Aware that increasing global oil use is having a negative 2) impact on the world’s environment, including, 3) a) air pollution wherever oil is burned, 4) b) and various types of environmental damage near oil fields, 5) Recognizing that most of the world’s oil comes from the 6) members of the Organization of Petroleum Exporting 7) Countries, and many of the member nations are at war or 8) politically unstable, 9) Taking into account that most nations are dependent on 10) foreign petroleum to fulfill their needs because of limited 11) oil reserves, 12) Realizing that oil is necessary to the normal operation of 13) society, for purposes including transportation, 14) manufacturing, agriculture, tourism, and private needs, 15) Keeping mind that high oil prices are detrimental to the 16) economies of many nations and a concern to their populaces, 17) Believing that oil fields are slowly being exhausted due to the 18) finite supply of petroleum and the decrease in discoveries of 19) new reserves, 20) Calls upon the enforcement of the Kyoto Protocol to promote 21) renewable energy development in all participating nations, 22) including developed and developing countries, by requiring all 23) nations to meet renewable energy goals; 24) Considers increasing budgets for research on renewable 25) energy and fuel efficiency; 26) Requests that the fuel efficiency of buildings and vehicles be 27) gradually increased in developed nations able to afford the 28) changes, by passing laws restricting emissions and 29) establishing minimum efficiency; 30) Recommends that oil companies remain under the control of a 31) stable government to benefit the whole country which is 32) exporting oil, rather than a single corporation; 33) Encourages governments to offer fiscal and other benefits to 34) companies and communities which are using renewable 35) energy or increasing efficiency; 36) Supports stabilizing oil producing areas by assisting a 37) permanent government in nations that do not currently have 38) one, or helping the current owners of the oil reserves protect 39) them from turmoil. |
