Firstly, there will only be one Territory ruler per player. You can rule other things, but can be in charge of only one Territory at a time. If/When we open more Territories, this number may change.
Rulers must be of the minimum age of 17 (short-lived) and 800 (long-lived) to set up court, and Territory rulers should be older than this. Anything younger should have something to do with the plot of the area. Rulers should also be descended, but this isn't a requirement, people in the area you're ruling just may have some issues with you if this is the case.
A Ruler of a Territory, Province or District must be a Queen or Warlord Prince. Though exceptions will be made for interesting plot, though such a ruler probably won’t be in on a permanent basis.
Interested in Territory Rule:
Now, we don’t have a rule about a minimum for Jewels for a Territory ruler, though an Opal descent is a guideline. We’ll accept lighter, much lighter even, if A.) Your plot is good, and B.) You have a strong court backing you. Though keep in mind, a lighter jewelled Territory Queen may have a harder time keeping things together.
Must be a person born and raised in that Territory (exceptions may be made with the approval of two or more of the mods, and a good plot will be a requirement). AKA - the Ruler of Hayll will be Hayllian, or a short-lived from Hayll.
History must be approved by two mods if character is made to fill role of Territory ruler.
Commitment. Being a Territory ruler requires commitment to plot and making sure that the people in your territory are included in what’s going on. It can be a lot of work. You will be the driving force of plot in your Territory. This isn’t about prestige on the board, if you receive bad reviews, the mods will talk to you, and you’ll be given a period to improve. We also don’t want to see a “revolving door” of rulers.
When we open a new Territory:
We'll announce it, and then active players on Witch Storm can pm the mods, and we'll discuss the merits of each player. You must be both high quality, and active to be considered. We will then ask what you plan to do with the Territory - what will the plot be? What does your character plan on doing with the Territory? This ruler also does not need to be good - a bad ruler can cause a lot of strife and make for a fun plot. Though if this is the case, you may not stay on a territory rule after the plot arch plays out as the people may band together and usurp you if you’re really bad (though if you discuss with us, you may be able to make a new character for the Territory. It will depend on our, and the players in your Territory upon reviews).
Taking over from an active Territory Ruler:
Rule one? This has to be rp'd out. Also, you'll need the permission of the current ruler (sent to one of us mods by them). You can be a new character, or a character already in the Territory who would qualify for the position (the latter is probably better so the mods will have a feel for you).
This also needs to be approved by the mods. We expect a lot from our Territory rulers as a great deal of the rp will circle around them. And the permission of the current ruler isn't enough. While we want our players to interact and make friends within our community - but we do not approve of cliques that won’t accept people not "one of them."
We also want to know where you plan to take the territory. What will the plot be?
You must be an active player on Witch Storm. Your rp must also be high-quality.
Taking over from an inactive Territory ruler or an NPC ruler:
Mod approval.
Again, what do you plan to do with the Territory? This is very important and will be one of the major considerations the mods have with you taking over.
Again, you must be active on our board, and you must have high-quality rp.
If you’re taking over from an NPC ruler, we’d like you to rp it out as well.
Interested in Province Rule:
No jewel requirement.
Mod approval.
Previous ruler permission (if there is one)
Territory ruler permission (if the Territory Ruler is a PC)

We'd prefer to fill the Provincial seats of a Territory before starting to fill the District seats. But if a District is what you’re interested in, that’s perfectly fine.
