This is by far the most complicated part of the game so bear with me as I explain it. In essence, each ship requires a certain amount of money to build, a certain amount of time, and a place where it can be built. Ships can be built on slips or in drydocks. Each slip or drydock has a size that determines what size ships can be built or repaired there and each shipyard has a number of "infrastructure" points that represent the stuff needed to support it like rope manufacturing, nail production, etc. Here are the details:

Base Ship Build Times

Base ship rates are the absolutely minimum time you can construct any type of ship if you fully concentrate your resources on it.

99+ gun First rate - 34 months
80-98 gun Second rate - 26 months
65-79 gun Third rate - 23 months
50-64 gun Fourth rate - 20 months
33-49 gun Fifth rate - 17 months
20-32 gun Sixth rate - 14 months

Base Ship Costs

This cost includes the wages of the workmen, other dockyard fees, the hull, and the rigging, but it does not include armament.

Ship of the line of 2279 tons - £71,732
Ship of the line of 1741 tons - £64,073
Frigate of 1468 tons - £41,355
Frigate of 1063 tons - £31,316
Frigate of 500 tons - £17,120
Corvette of 456 tons - £13,037
Brig of 382 tons - £10,123
Brig of 235 tons - £6721
Schooner of 183 tons - £4975
Cutter of 161 tons - £4502

Base Engine Costs

For when they come about here are the costs of steam engines. A single expansion steam engine base cost is £12 per horsepower. In the case of paddlewheel propulsion, add 50% to the total base cost. In the case of screw propulsion, add 25% to the base cost for each shaft.

Shipyard Infrastructure

Each ton of the ship is worth 0.01 Shipyard Infrastructure Point. A maximum of 0.75 SIP can be put into one ship each month. Construction of 0.1 in SIPs will cost £3,000. So if your shipyard 2 SIP then it can work on 3 ships at full speed, or on 6 ships at half speed, etc. And remember, you can never finish a ship faster than the times listed above.

Slips

The size of slip determines how large of ships you can construct on that slip. Slip Size Capacity = Length in Ft x (Width in Ft / 2). To build a slip the cost is £2.88 per SSC. Construction usually takes about a year or 18 months.

Drydocks

The size of the Drydocks determine how large of ships you can fit into it to do repair work and other maintenance. Dock Size Capacity = Length in Ft x Width in Ft, x (Depth x 1.5). The DSC cost is £4.32 per DSC if you want to construct new drydocks.
