Introductory Briefing 2011 New Horizons The Department in 2011 The Department of External Relations (henceforth the Department) of the Federal Republic of Arizus (henceforth Arizus, the Federal Republic), commonly known as the External Department or Windsor's Moggy, is the governmental department responsible for promoting and securing Arizan interests abroad, alongside supporting Arizan citizens and businesses on a global basis. In the modern world's political climate, foreign relations and diplomacy are proving more important than ever before. There are major conflicts occurring in the world; civil war, conflict, skirmishes. The world is divided into many ideological alliances and it can be stated that the world is a state of total anarchy, with no unifying elements occurring between the vast majorities of the world's many states. Alongside the global ideological conflicts between the major states who practise the political ideologies of capitalism, communism and fascism, there are other, smaller conflicts, ranging from civil wars which comprehensively decimate states to skirmishes where confrontation is limited. However, every confrontation damages the fragile balance of the world; as has occurred throughout history, a few misplaced shots can start major conflicts. The Department is committed to assuring new confrontations do not arise, mediating current conflicts and forging diplomatic relationships between states whose previous confrontation(s) severely damaged bilateral relations. The Federal Republic is not a militarily neutral state and His Excellency’s Government endorses the governmental system of democracy and practises it. His Excellency's Government endorses the viewpoint that diplomatic discussion can achieve the same results, or better, than conventional or unconventional warfare, and exercises this policy as one of its core strategies. The Department supports and secures the Federal Republic’s national interests through diplomacy. In any event, military conflict will be a last resort to be effective only after all other options have been used and failed. However, in event of direct military threat or use of military forces against the national interests or against the existence of the Federal Republic, His Excellency’s Government will utilise military forces to defend the Federal Republic. In the event of threats to allies of the Federal Republic as defined in the upcoming 2011 Hutchinson Index, which lists His Excellency’s Government allies, intergovernmental organisation (IGO) memberships and enemies, the belligerent can expect a strong diplomatic response from His Excellency’s Government; if diplomacy fails to resolve the issues between the aggressors, His Excellency’s Government will strongly consider its next action. His Excellency’s Government endorses human rights and democracy. All human beings are entitled to equal rights under a free, stable democracy in which all viewpoints, opinions and ideologies are represented in a lawful state. The Department, however, recognises that most democratisations in states occur through internal and domestic influences, with external and foreign influences affecting the democratisation in a limited fashion, hence does not broadcast these views aggressively. The Department supports international democratic movements and intergovernmental organisations and is currently undergoing an internal review as to resolve on which of these organisations to request forms of membership of, alongside requesting observer membership of various non-democratic organisations to broaden international ties with all states. The Department will be publishing several reports and indexes throughout 2011.
