Richard stood expectantly as he watched the refugee ships from the Lake Victoria Campaign mull about in the harbor of the capital city. Everything from freighters to cruise liners had helped ferry civilians away from the affected regions of Africa over the last month. And just when the majority of evacuation camps had been set up on temporary platforms erected by Morgenroete and the flow of ships to the harbor began to slow... the battle had come to an end. The reformed Federation prevailed in the conflict, and the world had begun moving to unite behind the Federation's banner save for the few nations which resisted. What fools must we be, to defend from an attack by Neo Zeon, only in victory to start a new war amongst ourselves? Richard grimaced, his fist tightening in frustration. The Lake Victoria Conference was supposed to be the prelude to peaceful relations and healing, instead it had brought disaster to everyone involved.

But with fears concerning the reformed Federation building in the wake of Rodrin Durtall's assassination more ships were arriving in Orb. Some to ferry people back home - others brought in still more refugees from the Commonwealth opposed to the Federation movement. Personally Richard did not view the Federation as a useful development for the Earth Sphere - no power forged in wartime and immediately seeking expansion ever did so with the common interest in mind. Moreover Orb had never forgotten the first Federation's assault on the Kingdom that directly led to the ascendancy of the Minako Dynasty. And already he had several requests from political factions on Earth seeking Orb's favor if not outright violation of Orb's traditional stance of neutrality since the end of the last war.

Richard unclenched his first when he heard the steady thumping of footfalls approaching his position. He glanced over and saw his mentor, Richard Pooley, come to a stop not more than two feet off to his left side. "You are worried, aren't you? About the world?"

The young Representative nodded. "Very. I fear we may not be able to plot a neutral course this time."

The older Richard shook his head. "I don't think so either, but for a different reason than you. I know the people you came here to meet, and I know the guest you harbor on the Takemikazuchi."

"... Still as informed as ever, I see."

"You haven't lived through what I have without knowing the key players in the game, and where they're moving."

Richard sighed at his mentor's words. "And so tell me then - where are we moving?"

The elder man cracked a slight smile. "To ZAFT of course. The curse Alexander and Matthew left for us still lingers in this miserable war and the wars to come. But in the chaos He will be free to act once more. And those closest to him tend to get dragged along for the ride in his conflicts whether they want to be or not. Take for example the AEUG folks you intend to meet."

Richard grimaced still deeper when his mentor suggested he knew about the AEUG as well. "That was the Shikaku and the Seiran's doing. And He has no connection to the AEUG."

The retiree cackled. "Everyone who has a common goal has a connection. The world is changing, young man - but the desires of Orb and its allies never has. That is why you all are coming here, and that is why Orb cannot remain neutral in the conflicts to come. This country is not immune to civil strife and Hideki still has his designs. It's up to you, who holds the public trust, to guide this country in the proper direction."

Richard sighed, looking away from his mentor sadly. "My Father's designs are not my own, my friend. You both expect too much of me."

"No, I don't think that's true. If it was so you would not have earned His trust so quickly as a friend and confidant. I was proud to see you stand up to Hideki's agenda at Victoria, regardless of how things ended. Have more faith in yourself and you will see the proper course ahead for you." The advice was followed by the sound of Richard Pooley turning on his heels, and surprised, Richard turned his own head to look back at the man for whom he had been named.

"You're not going to stay to see Him?"

Richard stopped but didn't look back. "Some people heal old wounds in time, and mend their friendships with sufficient effort on both sides." His head bowed slightly. "Other people however, have agreed that they've changed too much to continue moving in the same direction. Joshua and I said everything we needed to back in Sanc - I'll leave him to you. Hideki is waiting for me. Farewell, Richard."

Richard nodded, wondering exactly what the relationship between his mentor and Joshua had been like before the war. "Good-bye, old friend."

With that, Richard Pooley exited the dock as the Takemikazuchi began mooring procedures. If all went well, the people Richard Keima-Minako needed to speak with would all assemble here in the docks over the course of the next few days. But first, he had to welcome one man in particular to the capital of the Orb Union. It would be Joshua Tucker's first trip into the capital after all...
