As the title says: a parliamentary system a la the UK instead of the strong presidential system we have now.

Oh dear. This would get bad. Removing the checks and balances would mean a stronger government that centralizes faster.

This means we could get a civil war in 1820, 1832, 1850 or 1856 instead of when we got it. That would segue into a CSA wins world due to removing Lincoln from the equation.

Assuming a similar basic trajectory of history? At best you'd get a US that's overall more authoritarian, more regulated and has less civil liberties. It'd be a poorer and more statist nation.

We could get Matthew White's "Perotista Civil War" in the TL with a parliamentary civil war.

The most likely outcomes imo would either be one of the two.
1) The federales win and we see a mix of progressives, neocons and apathetic middle of the road pro-government or "moderate" voters getting to implement further statist centralization. Handgun bans, gun registration,
2) We see enough civil disobediance and gridlock, leading to an an outcome like Kratman's ASOD, but better written where we see the feds forced to back down.
