The Order of The Rosicrucians Alliance Charter Preamble and Declaration of Intent This charter is written to establish The Order of The Rosicrucians, an alliance in Cyber Nations that is hereby founded to promote and protect the well-being and cooperation of its member nations. The Rosicrucians shall be an alliance dedicated to the advancement of its members, and shall work towards such an end with policies designed to promote the economic stability and the military strength of the alliance and its members. The Rosicrucians shall seek policies to strengthen its defense and stability -- economically, militarily, and diplomatically. With the signature and approval of the The Keeper, The Order of The Rosicrucians shall be officially founded as an alliance within Cyber Nations, and shall reserve the affiliations of “The Order of The Rosicrucians” and “Rosicrucians Applicant” for use as they see fit. Article 1 – The Members of the Alliance Section 1 – The Rights of Members All members have a right to express their views and opinions in a peaceful and non-derogatory and non-inflammatory manner. All members have a right to be represented in the government of The Order via elected representatives. All members have a right to a fair trial should they be accused of violating one or more of the laws of the alliance, if conviction of that violation would lead to dismissal from the alliance, loss of position, and/or other punishments of even greater effect. All members have a right to expect those in charge of The Order to act wisely and with The Order’s best interests in mind. All members have a right to seek to promote the well-being of their nation. All members have a right to defend themselves if directly attacked. Section 2 – The Expectations of Members All members shall be expected to participate fully, to the best of their ability, in The Order. All members shall be expected to support The Order at all times, be it a time of war or a time of peace. All members shall be expected to abide by all laws and policies of the alliance, so long as such laws and policies do not contradict anything stated in this charter. All members shall be expected to positively represent The Order in their interactions with other nations and alliances. All members shall be expected to refrain from using nuclear weapons or other massive-retaliation strategies unless given permission to do so. Section 3 – Registering as a Member To become a member of the The Order of The Rosicrucians, nations must first change their alliance affiliation to “Rosicrucians Applicant”. Upon doing so, they may register an account on the alliance forums and post an application in the appropriate area. Once the application is accepted, the applicant shall have two weeks to complete a reasonable education program to acquaint them with the intricacies of The Rosicrucians and the rest of Cyber Nations. Once the education program has been successfully completed, the applicant may switch their alliance affiliation to “The Order of the Rosicrucians” and shall become a full member of the alliance. Article 2 – The Executive Offices Section 1 - The Keeper The Keeper shall hold supreme authority within the alliance; all other offices are subordinate to The Keeper. The Keeper is responsible for coordinating the efforts of the executive offices and insuring the smooth operations of The Order. The Keeper must approve and sign all treaties, declarations of war, laws, and funded policies for them to be considered legitimate and binding. The Keeper may appoint overseers as desired to assist in managing the affairs of The Order. Section 2 - The Chief Overseer The Chief Overseer shall serve as the second-in-command of The Order. The Chief Overseer shall assist The Keeper as requested and shall serve as the liaison between the executive offices and the legislative offices. As such, it is the responsibility of the Chief Overseer to properly represent the needs and requests of the executive offices, especially in matters pertaining to foreign affairs, economics, and the military. In the absence of The Keeper, the Chief Overseer shall be elevated to a position of supreme authority until such a time as The Keeper returns. Section 3 - The Overseer of Nations The Overseer of Nations shall be appointed by The Keeper and shall manage and coordinate The Order's diplomatic efforts. As the head of the Office of Foreign Affairs, the Overseer of Nations may appoint diplomats as desired to assist them in their duties and efforts. The Overseer of Nations shall also be tasked with managing foreign embassies located in The Order and abroad. Section 4 - The Overseer of War The Overseer of War shall be appointed by The Keeper and shall manage and coordinate The Order's military efforts. As the head of the Office of War, the Overseer of War may appoint Knights to assist them in their duties. Each Knight shall be responsible for the management and coordination of a single division, or multiple divisions, should such be desired by the Overseer of War. The Overseer of War shall be expected to coordinate military training and education with the Overseer of Education. Section 5 - The Overseer of Economics The Overseer of Economics shall be appointed by The Keeper and shall manage and coordinate The Order's economic efforts. As the head of the Office of Economics, the Overseer of Economics shall be in charge of The Bank of The Order, and may appoint bankers and scribes as desired to assist them in their duties. Bankers shall be nations who have agreed to dedicate at least four aid slots to banking purposes. Scribes shall assist the Overseer of Economics in coordinating tech deals, trades and trade circles, and banking efforts. The Overseer of Economics is expected to assist the other offices in their financial needs, as per the budget(s) allotted by the Council of Brothers and Sisters. Section 6 - The Overseer of Education The Overseer of Education shall be appointed by The Keeper and shall manage and coordinate The Order's educational efforts. As the head of the Office of Education, the Overseer of Education shall be in charge of the Academy Program, and may appoint mentors as desired to assist them in their educational duties and efforts. The Overseer of Education shall be expected to coordinate military training and education with the Overseer of War. Section 7 - The Overseer of Recruitment The Overseer of Recruitment shall be appointed by The Keeper and shall manage and coordinate The Order's educational efforts. As the head of the Office of Recruitment, the Overseer of Recruitment may appoint recruiters as desired to assist them in their duties. Article 3 - The Legislative Offices Section 1 - The Council of Brothers and Sisters The Council of Brothers and Sisters shall be comprised of five councilors, each given the title of "Brother" or "Sister", and one head councilor, given the title of "Premier". Each brother and sister shall have one vote, and the Premier shall have two. Each brother and sister shall be elected to three month terms. The Premier shall be elected to a six month term. Section 2 - The Authorities and Responsibilities of The Council The Council shall have the authority to appropriate funds to the various executive departments; those funds shall be given from The Order's bank, must approve all treaties and declarations of war, and may establish non-funded initiatives designed to promote the well-being of The Order and its members. If The Council feels that an executive officer is not properly fulfilling their duties, they may seek to impeach that officer. To impeach requires a unanimous vote in favor of impeachment. If an officer is impeached, they will be immediately removed from office and should be replaced by The Keeper. The Keeper may not be forced to leave office, however, can still be impeached to display a lack of confidence. Section 3 - The Establishment of The Council The Council of Brothers and Sisters shall be established only after The Order has reached a membership of at least 30 nations. The Council shall only then be established with the approval of The Keeper. Until the establishment of The Council, its powers and responsibilities shall reside with The Keeper, unless such would conflict with the powers and responsibilities of other officers. Article 4 - The Judicial Offices Section 1 - The High Court The High Court shall be comprised of a triumvirate of Judges who shall sit and vote on all trials. A 2/3 majority vote is required for a conviction. Each judge shall be elected every six months; the top three candidates shall receive the position. There is to be no presumption of innocence at the start of a trial; all defendants are assumed to be guilty until the judges are convinced otherwise. Section 2 - The Inquisitors Inquisitors may be appointed by The Keeper to take their place as the prosecutor in trials. Each inquisitor is responsible for requesting any information they need to conduct their case. Section 3 - The Progression of a Trial Trials open with a judge opening the case in a post detailing the charges and the names of the defendant and the prosecutor. The second post must consist of the inquisitor in charge of the case posting their explanation of the evidence and why they believe the defendant to be guilty. The third post must consist of the defendant posting their explanation of the evidence and why they are not guilty. The thread will then be opened to the three judges, the inquisitor, and the defendant to ask any relevant questions of each other. This period of questioning shall last no longer than one week (seven days). After the period of questioning ends, the thread will be locked and the judges shall vote on the verdict (each must post their vote). If at least two of the three judges post a "guilty" verdict, then the defendant will be convicted. The Keeper is in charge of deciding the punishment for a convicted defendant. Section 4 - Appeals A convicted defendant will be allowed one appeal if they are able to provide new evidence or new arguments. The appeal must be approved by The Keeper, and the appeal shall be privately held between The Keeper, the inquisitor initially appointed to the case, and the defendant. The Keeper's verdict in such an appeal is final, and the punishment is subject to change if the defendant is convicted in the appeal. Section 5 - The Establishment of The High Court The High Court shall be established only after The Order has reached a membership of at least 50 nations. The High Court shall only then be established with the approval of the Keeper. Until the High Court is established, all trials will be overseen by The Keeper. Article 5 - Amending this Constitution Section 1 - Proposing an Amendment Amendments may be proposed by the Council of Brothers and Sisters or by The Keeper. Section 2 - Passing an Amendment Amendments will be be passed with a 3/4 vote of The Council, a 2/3 vote of the general membership, and the approval of The Keeper.
