Army of the Moot - 2500 Point Halflings

I've been tasked with making an army list for Halflings and I've come up with something that I believe is viable, but I still think it's impossible to make anything really competitive out of the awfulness that is the Halflings. I used the Halfling army book found in the Armies Project site (link: http://warhammerarmiesproject.blogspot.co.uk/ . I will provide explanations for all my choices and how the army works after I list everything. It would be great to get feedback, since I really didn't know what I was doing when I first went through all the units, and I'm not sure I still do. Also, I didn't know where to put this topic, so feel free to move it to another forum as you see fit.

Army Total = 2486 points

The huge horde of Vigilante Guard are the central force of the army and the main power of the army. Nicholas gives them Stubborn and the Combat Res bonus, which is really useful, as well as being completely built for challenges. The BSB is fairly obvious, but instead of giving him magic items, I give him the Honeycomb Banner to make my Halflings stronger. This means I have a horde of Frenzied, Strength 4 Halflings, Stubborn Halflings, which is not too shabby.

The Militia unit is my 'gunline' and is also a good bunker for my Grand Enchanter. Jolly Bolbottom is there because his gun is actually quite powerful. The Grand Enchanter is designed to be the main dispeller of the army and has the Lore of Shadows because Miasma is able to be cast at a long range and Miasma is amazing in this army. I also find The Enfeebling Foe, The Withering and Okkam's Mindrazor to be really useful in this army as well.

The 2 Fieldwarden units are good bunkers for the Enchanters, especially with their skirmish. Their role is to get up close to enemies and shoot at them in short range with slings, and be in range for Wyssan's Wildform. They work together with the 2 units of Moot Ogres much like how Dryads work with Glade Guard. The Fieldwardens shoot at the opponent's units, weaken them and the Moot Ogres provide a sort of cover and move into combat once the opponent's unit has been weakened enough by the Fieldwardens. I thought the Cockerel Scroll could be fun to mess around with, but in all serious making an opponent's high level caster completely redundant, even if it only happens occasionally, is well worth it IMO.

The 5 Hobilars are there as chaff, much like Warhounds in WoC and the Rangers are meant for War Machine hunting.

The 3 Units of Shearers are there because all other Special Choices in the Halfling Army Book suck. They make up for the lack of extremely killy stuff in the army.

Although I've talked about Moot Ogres already, I thought it would be worth mentioning that not only have I taken them to work with the Fieldwardens, I have taken them because I feel I need more 'muscle'.

Even though the Halftank is pretty bad, I thought since it was Unbreakable and fairly resilient, it would be a good for tarpitting any troublesome units my opponents have and might be able to cause some damage. I don't see myself finding the Soup Cannon all that useful though.

My conclusion is that individually, each unit sucks. However, since everything is really cheap, Halflings are actually decent at being an all rounder army.

I still have no idea what to spend the last 14 points on, so some feedback on that would be great.
