Help Against High Elf Army Needed; PLease Help!

1500 sounds about right to start.

The first thing that I have to say is that Sigvald is not on the table at that points total, because he exceeds your Lords allowance. You already have a Sorcerer Lord and an Exalted Hero, so I'd recommend using them. The rest you can spend on any combination of Warriors, Marauders, and Knights (or maybe the Hellcannon if you're feeling frisky).

Putting it together quickly? I suggest a systematic approach. Cut out all the pieces from the frame of one unit type and group them (Marauder bodies, Marauder heads, etc.). Next, go through all of them one step at a time (attach all the heads to the bodies, then all the arms to the bodies, etc.). It's definitely improved my assembly time.

make sure you scrape the mold lines off. if you leave them on they look very average when you paint.

the systematic approach as rothgar describes is the way to go. much faster.

That question almost never produces a good answer on any forum. Look at other posted army lists, and the feedback they get, and put together YOUR list from the models you own.

In terms of your overall tactics in the early days, I would suggest the following:
Learn to use troops for their correct purpose. What that is, can be found in the guide in this forum. It contains a link to each troop-type and suggestions on how to use them from many experienced players.
Once you understand the purpose of your different troops, you can start to work-out which ones should be fighting which of his troops. As a quick example, your Warriors, especially if armed with Halberds should be fighting his core troops like Spearmen and SeaGuard but avoiding his elite melee troops, especially Swordmasters! It is quite possible to win with your WoC army by simply getting these match-up correct and avoiding being flanked too badly (many armies including HElfs will have superior manoeuvrability). To get these match-ups the way you want them you use ‘drop-units’ such as warhounds and Spawn in the initial stages of deployment. While you are putting down inconsequential units your opponent has placed his crucial units. This will allow you to then align your troops across from them accordingly.
Once you’ve got these initial tactics and grounding established then you can look to be creative with your tactics and unit choices.

General game concepts:
The game is won and lost in the Movement phase, it is the most important one to think about and understand.
Some of your troops are going to die. Make sure they are dying when and where you want. Sacrificing units for the greater good can prove critical to success, even with some of your more expensive units.
You don’t have to wipe-out everything i your opponent’s army: some of this units are going to be either very hard to kill, or the price will simply be too high to make it worthwhile. Some enemy units you are better off avoiding or minimising their effect on the game, and scoring points by killing the enemy units you can/need to.
