can you use feedback Scroll if the spell is cast with irrisisteble force?

No, the feedback scroll says "instead of attempting to dispell" and since you're not allowed to even attempt to dispell a spell cast with IF you can't use the scroll.

Actually you can use this and any other scroll against IF spell.

The phrase you mention "instead of attempting to dispell", is used in order to make the player choose if he wants to use the scroll effects or stop the spell.
It doesn't indicate in any way that if you can't dispel a spell you also can't use the scroll as it is mentioned with the description of the dispel scroll.

Good luck trying to pull that reasoning off at a tournament. The wording is clear, you can dispel or use, if you can't dispel you can't use. I believe it is even covered in the FAQ.
