If you have a character on his own and you want to charge a unit but the previous turn the enemy put a unit of skirmishers between the character and the charge unit to try to block/redirect the character. If there is room between the skirmishers, could the character charge past them into the unit beyond?

I believe not. A skirmishing unit only has breaks in it to display that it is a skirmishing unit. Other than that they are a unit in front of your character and unless he can fly I do not think he can blow through the skirmishers.

Seeing as skirmishers have to have about half an inch of space between the models, you should not be able to get anything through. If he is blocking you, see if you can declare a charge with something else as that will force him to squeeze together. Then you might be able to charge your character out of the unit.

To keep it easy.....

Skirmishers have 1/2 inch gaps to each other.
If you don't charge a unit you have to stay 1 inch away from everything.
So no passing

Whilst I agree that you cannot pass through the unit the second point you make isn't quite true.

If charging you can ignore the 1" rule so for instance if you have a guy on a 20mm base (or even a cav base as they are really 23mm) They can pass between the 1" gap in units to get to the unit behind. YOu would have to be at the exact angle to do it but it can be done.

Well, the 20mm doesn't exactly help WoC but that might be useful if used with smaller based armies...hmm...this may need some experimentation.

Cav bases work too just because they are actually 23mm wide so they can fit through the 1" space.

As Kurrilino said, it's 1/2 inches, not 1 inches. So nothing can pass between 12.5mm.
