Diet Bill #010Appointment of Vice Delegate Recognising the need to appoint a Vice-Delegate in times when the Delegate may not be able to perform his or her duties, and also recognising the need to have a replacement Delegate should the incumbent Delegate fail in his or her duties, The Diet hereby legislates; Section 1: Appointment - The Delegate has the discretionary power to appoint a Vice-Delegate at any time during his or her office, and said position will last as long as the incumbent Delegate holds office, or until the incumbent Delegate deems otherwise. - No Citizen of The South may abuse the position of Vice Delegate to gain an unfair political advantage or to promise or attempt to attain votes in any Southern elections via leverage, or threat of action or inaction. - Every WA Member of The South is required to endorse the Vice Delegate once they have endorsed the incumbent Delegate. The incumbent delegate is exempt from the requirement to endorse the Vice Delegate. - Every WA Member in The South must ensure that their endorsement does not cause the Vice Delegate's number of endorsements to equal or exceed the incumbent Delegate's. The incumbent Delegate and Regional Founder are given the right to eject any Nation whose endorsement runs a serious risk of causing the Vice Delegate to unlawfully gain Delegacy. Section 2: Responsibilities Of The Vice-Delegate - The Vice Delegate is expected to represent The South to the best of his or her ability. - The Vice Delegate must take every reasonable measure available to him or her not to equal or exceed the incumbent Delegate's endorsement count. - The Vice Delegate is permitted to post World Assembly resolutions at vote in The Delegate's Office should the incumbent Delegate request him or her to do so, in times when the incumbent Delegate is unable to do so due to unforeseen circumstances. Section 3: Rights of succession - The Vice Delegate is to take over the responsibilities of the incumbent Delegate should he or she resign, up until the end of the incumbent Delegate's elected term. - The Vice Delegate may take over the responsibilities of the incumbent Delegate should he or she remain inactive for a period totaling 2 weeks or more, up until the end of the incumbent Delegate's elected term. For the purposes of this legislation 'inactivity' is defined as meeting all three criteria below; i; Not using the regional message board for 2 weeks or more ii; Not using the regional forum for 2 weeks or more iii; Not voting in the World Assembly for 2 weeks or more Created by: Lordieth Approved on: 10/27/11 |
