Cpu at 90c in bios?

Hi,

I am assisting my Girlfriend with her first PC build after we put it together and it posted fine I went into bios to see the CPU temperature was a 49 and went up to 90. So i tried to take a cooler off and apply new thermal paste after further inspection i notice the paste i used was kinda bad. but once i put new stuff on it dropped the CPU temp to around 70 and if i navigated to different menus in bios it shot back up to 80s to 90s and the fans started going crazy but no temp decrees. i suspect the pump is not working as well as it should or not at all. Her uncle suggested maybe the temp sensor was faulty but i'm not sure i tried turning the fans in case i was being dumb but the temps are still high and i'm scared to proceed with installing windows or anything to prevent potential damage to the CPU.

i3 8350k Cooler Master ML240L Rgb MSI Z370 SLI PLUS ATX LGA 1151 G.Skill 8GB (2x4) 2400 Gigabyte Gtx 1080 g1 120 gb ssd 2tb HDD
Since I never had any issues with my pc I don't have a keen eye on picking out whats wrong so any help or suggestions would be greatly appreciated.

Please help.
