I put Utada, Albel, and Zeik as special characters, cause they're more specialized in a certain category. And Cleoy and Serkane are pretty much well rounded. (cleoy can't heal in the game) One star characters will need unlocking, but you get them before you'd get two star characters who are "stronger" in a way. Kiez, Is that kind of charcter you'd imagine is "stronger" in a way, same with Ezkuro. Then I put the otehr ones liek that to even out.

If anyone opposes or doesn't like that, feel free to speak up and let me know.
