Proclamation of Kalinga winners deemed peaceful by Harley Palangchao Former Department of Public Works and Highways Asec. and Kalinga re-electionist Rep. Manuel Agyao won by a wide margin garnering 71,255 votes against his lone rival James Bejarin’s 23,769. Agyao, who is also the caretaker of Mountain Province, was proclaimed together with other new set of elected officials in Kalinga on May 12, sources from the province said. Incumbent Kalinga vice governor Jocel Baac emerged victorious as governor-elect courtesy of his 30,731 votes against his closest rival, former Kalinga Gov. Macario Duguiang, who earned 28,150 votes. Incumbent Kalinga Gov. Floydelia Diasen earned 19,602 votes and she was trailed by Conrado Dieza and Dante Langkit, who got 9,235 and 4,992 votes, respectively. Awarded Balbalan mayor Allan Jesse Mangaoang won the vice gubernatorial race with 34, 24 votes and he was trailed by Benigno Duyan with 22,671 votes. Ting-layan mayor Johnny Maymaya landed third with 21,533 votes and while Efraim Orodio placed last with 11,538 votes. Also proclaimed by the provincial board of canvassers were the board members. The winning board members for the first district of Kalinga were Dave Odiem - 17,267; Roy Dickpus - 14,047; Chester Alunday - 13,791; and Alfonso Canao - 12, 809. The elected 2nd district board members were Gelacio Bongngat - 25,094; Eduardo Sarol - 22,568; Gkachay Claver - 20,364 and Ludar Luyaben - 20,187. The winning mayors, vice mayors and councilors from the towns of Balbalan, Lubuagan, Pasil, Pinukpuk, Rizal, Tabuk City, Tanudan, and Tinglayan will be known soon as the regional Commission on Election receives results from the municipal board of canvassers. The proclamation of winners in the province was relatively peaceful even as Kalinga was earlier considered by the Philippine National Police as one of the special areas of concern in the Cordillera together with Abra. But sources from the Camp Dangwa regional office reported there was no major election-related violence ever reported in Kalinga and no reported harassments from armed groups like the New People’s Army. It was during the 2007 campaign period when former Kalinga vice governor Rommel Diasen, who was then running for governor, was assassinated by a lone gunman.
