Kalinga readies GAD plan

TABUK CITY, Kalinga – To address the various gender needs and concerns of employees in government agencies and their clientele in the province, the provincial government will organize its Gender and Development (GAD) plan.

Department of the Interior and Local Government provincial director Francisco Gamatero said that part of the activity is the organization of the provincial GAD focal point. The group will be tasked to facilitate the planning, institutionalization, as well as monitor the implementation and development formulated GAD 2011-2013 provincial plan.

The GAD plan aims to promote a gender-responsive government that promotes and protects the rights of women in government service as well as their women sector clienteles, empowering them to ensure that they are on “equal footing” with their men counterparts.

“Women should be empowered and given equal opportunity in the organization or in the workplace,” Gamatero said. He said that the GAD plan should give emphasis in addressing gender sensitivity issues in the local level such as culture and social aspects.

Gov. Floydelia Diasen said that activities addressing gender issues should be incorporated and identified in each agency’s plan and programs which will be later on collated formulating the provincial GAD plan.

Provincial budget officer Alma Copanut said that and in pursuant to the Annual General Appropriations Act, every agency should allocate at least five percent of its total budget for GAD investment activities targeting both the employed workers and their disadvantaged clientele.

All government agencies she said is encouraged to appropriately utilize their GAD budget to uplift the lives of Filipino women.

Agri office distributes aid to Kalinga farmers

TABUK, Kalinga -- The Department of Agriculture (DA) distributed P28,435,800 worth of farm aid to farmers in the province to hasten their recovery from heavy losses brought about by the dry spell.

The El Nino left millions worth in damages to rice, corn and high-value commercial crops on farmers, here since the dry spell hit this part of the country in February to June.

Rice Program Coordinator Joe Casibang of the Provincial Agriculturist Office (PAO) said the distribution of the aid package started early this month in time for the May-November cropping.

The aid package has two components - seeds and farm implement.

Casibang said of the total aid amount, P17,284,800 are for certified rice seeds, P9,751,000 for hybrid rice seeds and P1,400,000 for 20 units shallow tube well or water pumps.

Casibang said their office is now distributing 14,404 bags of certified rice seeds, 2,786 bags of hybrid rice seeds and the 20 units water pumps to affected areas in Tabuk, Pinukpuk, Rizal and some parts in Upper Kalinga.

Of the 14,404 bags of certified rice seeds, 3,000 bags were distributed free to identify farmers whose crops had no chance of recovery from the dry spell.

The remaining 11,404 bags were distributed under the regular rice seeds subsidy program of DA where farmers pay 50 percent of the P1,200 cost per bag.

For the hybrid rice seeds subsidy, farmers pay P1,000/bag of the P3,500 cost per bag from DA.

Casibang explained that the water pumps units are given as grant not to individual farmers but to clustered groups to maximize the benefits. (Larry Lopez)
