Agyao: projects to push through

TABUK, Kalinga – The implementation of projects initiated through the Office of the Congressman will push through despite recent recall of projects funded through Special Allocation Release Order (SARO) during the Arroyo Administration.

This was announced by congressman Manuel Agyao, as he explained that said projects which are currently being implemented were already obligated, thus they are not covered by the recall which was particularly directed for projects which are not yet implemented.

During a consultative meeting with department heads in the province, the congressman said that despite the order, members of the Lower House have recognized that though several of their projects may not be of great impact for the whole province, such projects are significant and vital especially in the barangay where they are considered as priority need.

Agyao also said that Congress has recently received new guidelines for the implementation of the Priority Development Assistance Fund which is in line with the Aquino administration’s goal to significantly reduce public debt and the budget deficit by 10.8 percent.

He said that with this guideline Congress is expected to observe more responsible and prudent expenditure policies.

Agyao said members of the Congress have recognized that the guidelines may have a downside on the part of the barangays who have various priority projects that may fall to the “less importance” category such as multi-purpose pavements and other small infrastructure projects.

During his first term, he focused on funding major infrastructure projects, educational assistance, and livelihood programs in the province targeting far-flung barangays providing them the opportunity to uplift their socio-economic situation. He said he will continue the implementation of various development projects in the province.

“My vision is to continue what I have started for Kalinga to pass from being one of the poorest provinces in the country,” he said.

Jap Red Cross inspects Pepeng victims’ houses

TABUK, Kalinga – Representatives of the Japanese Red Cross recently inspected transitional shelters built for typhoon victims in the province as part of the International Federation of the Red Cross and Red Crescent Societies (IFRCRCS) effort to rehabilitate houses destroyed by calamities last year.

Hajime Matsunaga of the Japanese Red Cross, photographers Ken Kobayashi of Nikkei and Danilo Peralta of the Philippine Red Cross went to Sucbot, Magaogao, and Lanna, to personally inspect houses made of local materials and galvanized iron imported from India.

The 5x4 meters houses were built by family victims themselves. Three model houses were built solely by Red Cross.

The IFRCRCS released about P15 million worth of assistance benefitting a total of 1,193 families in the province.

Rosy Solang of Sucbot, who has five children was happy to meet their benefactors from the IFRCRCS.

“We thank you so much for the assistance and hope that there will no calamities again to destroy what we built,” she told the Japanese in Ilocano.

Rolando Mateo and wife, who are both handicapped with one child, also expressed their gratitude to the IFRCRCS. Rolando, who is blind, said they would have had no shelter to live in up to this time after Typhoon Ondoy destroyed their hut last year if not for the shelter donation. He does massage for a living while his wife runs a sari-sari store.

In another development, Philippine Red Cross Kalinga Chapter administrator Glorina Diaz informed that another package of assistance, this time in the form of livelihood, will be given to calamity victims as part of the ongoing rehabilitation of damages.

She said her office is accepting proposals from family victims on the kind of livelihood they want to manage.
