Chelsea have been banned from signing any new players in the next two registration periods by Fifa.
The Premiership club was found guilty of inducing French teenager Gael Kakuta to breach his contract with Lens when he joined in 2007.
"Chelsea is banned from registering any new players for the two next registration periods," a statement on Fifa's website read.
Chelsea are looking into the matter and hope to issue a statement.
The London club will be able to appeal the decision to the Court of Arbitration for Sport in Lausanne.
Lens lodged a complaint with world football's governing body after Chelsea landed the player.
Now Fifa's dispute resolution chamber has ruled that Kakuta breached his contract with Lens and Chelsea induced him to do so.
The Fifa statement continued: "The French club had lodged a claim with Fifa seeking compensation for breach of contract from the player and requesting also sporting sanctions to be imposed on the player and the English club for breach of contract and inducement to breach of contract respectively.
"The DRC found that the player had indeed breached a contract signed with the French club. Equally, the DRC deemed it to be established that the English club induced the player to such breach."
The DRC has ruled that Kakuta must pay compensation of 780,000 Euros, for which Chelsea is "jointly and severally liable".
Chelsea must pay additional "training compensation" of 130,000 Euros to Lens.
The player has been banned from playing in official matches for four months.

Just come across a few pages of the Financial times from Monday October 8 1984 & it had the footy scores in it. That weekend in the old first division we were 9th having played 9, won 3, drawn 4 & lost 2. we drew 0-0 away at Norwich & if memory serves i do believe i was at that game. the full list of results, as read by James Alexander Gordon was:

Peter Shreeves won the september manager of the month & both Hoddle & ardiles were thought to be returning from injury for this weeks milk cup for spuds.
Alain Prost also won the european grand prix at the new Nurburgring circuit in germany.
David Seaman was playing for Birmingham in a 2-0 reverse against Brighton, Steve McMahon turned out for Villa in their 3-0 win over man u, Wigan were also in the bottom half of div 3, we also drew 0-0 with Norwich in the southern counties league 1st division, Diego maradona scored for napoli in a 3-0 win, Mark Hately & Michel platini scored for AC Milan & Juve respectively in a 1-1 draw & so did Graeme Souness for Sampdoria in a 1-1 draw. Graham Roberts, Micky Hazard & mark Falco (all soon to be at Chelsea) turned out for spuds & former Chelsea coach & school girl chaser Graeme Rix was in the arsenal team.

for a reported £30mill. Not a bad price, but i think he'll be a big miss for you next season, more even than if Stevie me left. He's one of only 2 pool players i'd like to have seen come to us - the other being Torres. Be hard to replace even with cash in the spanish waiters pocket.

Liverpool captain Steven Gerrard has been cleared of affray after punching a man in a Merseyside bar.
The England midfielder admitted hitting Marcus McGee, 34, in the Lounge Inn, Southport, in December last year but denied the charge of affray.
A jury at Liverpool Crown Court agreed with Mr Gerrard's assertion that he was acting in self-defence.
Six friends of the 29-year-old footballer, of Formby, admitted charges connected with the brawl.
Members of the jury took just over 70 minutes to find the Reds' captain not guilty.
Judge Henry Globe told him: "The verdict is a credible verdict on the full facts of this case, and you walk away from this court with your reputation intact."
Mr Gerrard had been drinking with friends in the early hours of 29 December last year to celebrate Liverpool's 5-1 win over Newcastle United.
CCTV footage from the bar showed the group drinking beer, downing shots and dancing round while chanting football songs.
The row started over music being played in the bar
But the trouble flared at around 0200 BST when Mr Gerrard wanted to change the music on the CD player, but was refused access by the man holding the control, Marcus McGee.
Mr Gerrard told the court he had been trying to ask Mr McGee why he had a problem with him when the businessman "very quickly" got off his bar stool.
He said he "firmly believed" he was about to be punched, and swung out in self-defence.
Mr Gerrard was quickly pulled away by friends and told the court he was "sorry about the whole incident".
Five of Mr Gerrard's friends admitted affray.
They are Ian Gerrard Smith, 19, of Hilary Avenue; John Doran, 29, of Woodlands Road; and Paul McGrattan, 31, of Linden Drive, all Huyton; and Accrington Stanley footballers Robert Grant, 19, of Enstone Avenue, Litherland; and Ian Dunbavin, 28, of Guildford Road, Southport.
Another friend, John McGrattan, 34, of Rimmer Avenue, Huyton, admitted threatening behaviour.

Man u have called off the Indonesian leg of their asian tour after the hotel they were due to stay in was blown up.
A bit of a close thing, but could the bombers have been after the high profile that blowing up man u's hotel would no doubt have given them & they just got the dates wrong???
