Only register 23 player for the CL instead of 25 anyone know why?

Mystery thickens over Ballack’s surprise omission from Europe

The controversy surrounding Michael Ballack’s absence from Chelsea’s Champions League squad took a twist last night as conspiracy theories emerged from Germany that he may have been left out owing to an administrative oversight. Chelsea have yet to provide a wholly convincing explanation for the omission of a player who they pay £130,000 a week to in wages and who has proved his pedigree by scoring 35 goals in 77 international matches for Germany. The 30-year-old says he is close to returning from an ankle injury and Joachim Löw, the Germany coach, yesterday restated his belief that his captain would be fit for the European Championship qualifier against Ireland on October 13.

The most plausible explanation is that Ballack has paid the price for Chelsea’s failure to produce enough of their own players, resulting in them effectively losing two squad places and only being permitted to register a 23-man squad with Uefa.

Under new Uefa regulations, Champions League sides must have a minimum of six “locally-trained players” in their squad or compete with fewer players. The definition of “local-ly-trained players” is made up of three “association-trained players,” who are affiliated to the domestic national association and three “club-trained players,” who have been registered with their club for three years between the ages of 15 and 21.

Chelsea have no shortage of “associ-ation-trained players” in their squad such as Frank Lampard and Ashley Cole, but only John Terry qualifies as a “club-trained player,” so had no alternative but to register only 23 players.

Uefa has toughened up its regulations from two “association-trained” and two “club-trained” last season – and will do so again to make it “four plus four” from next season – and it has been suggested that Chelsea failed to take sufficient heed of the new regulations until the last minute. The club deny this and insist Ballack was left out because they could not guarantee he would be fit for the majority of their group B matches.

Chelsea could have ensured an extra man in their squad by including Glen Johnson, who would have qualified as a club-trained player as he was registered at Stamford Bridge for three years between his eighteenth and 21st birthday, but on Friday he was sold to Portsmouth for £4 million.

Retaining Johnson would not necessarily have been enough to save Ballack, but would have increased José Mourinho’s options, allowing him to include the Germany captain in place of one of his other two right backs, Paulo Ferreira or Juliano Belletti.

Ballack had expected to be included and has taken his omission badly, though he has opted not to speak out. Player and manager have had a frosty relationship since April, when Ballack travelled to Munich to seek a second opinion on his injured ankle and underwent surgery to remove a piece of bone without telling the club.

Ballack was told that he would not be included in a meeting with Mourinho last Friday.

Under the regulations on player eligibility for the Champions League, no club may have more than 25 players on List A during the season. Six places on List A are reserved for 'locally trained players'.

A 'locally trained player' is either a 'club-trained player' or an 'association-trained player' and no club may have more than three 'association-trained players' listed among the six

A 'club-trained player' is a player who - irrespective of his nationality and age - has been registered with his current club for a period, continuous or not, of three entire seasons or of 36 months between the age of 15 and 21.

An 'association-trained player' is a player who - irrespective of his nationality and age - has been registered with a club or with other clubs affiliated to the same national association for a period, continuous or not, of three entire seasons or of 36 months between the age of 15 and 21.

Each club is entitled to register an unlimited number of players on List B during the season.

A player may be registered on List B if he is born on or after 1 January 1986 and has been eligible to play for the club for any uninterrupted period of two years since his 15th birthday.

Scott Sinclair does not qualify as a club-trained player having not spent three seasons at Chelsea. He is not on List A. His loan to Plymouth last season makes him ineligible for List B.

Following the September 1 deadline for the submission of these lists, a club may register a maximum of three new eligible players for the remaining matches. Such registration must be completed by 1 February.

Sorry for being a bit thick here, But does this mean that even after the group stages they will still only have a squad of 23 because they will still only have frank from the academy system and if they buy players in Jan or want Ballack in the squad they will have to drop members of the 23 man squad

Bridge adds new twist to Ballack saga

The controversy surrounding Michael Ballack's omission from Chelsea's Champions League squad deepened last night as it emerged that the injured Wayne Bridge has been included.

Bridge, who had an operation on his hip in the summer, is two months away from returning but has been named in the 25-man squad.


However, Ballack, who is close to full fitness according to German sources, has been left out.

Germany team manager Oliver Bierhoff called Ballack's omission "stunning".

He said: "Obviously we're concerned. Michael is the only one who can tell us what happened. It's stunning when a player of his calibre is not included in the Champions League squad."

Unless they can magic up another club associated player from nowhere I believe they are stuck with a 23 man squad. Though I thought last season that there wasn't a limit on the number of players that could be used in the CL as long as they hadn't already played in the CL for another club.

After the group stages any team can add up to 3 players, who don't have to be locally trained etc, as long as the squad is no bigger than 25 - ie to add 3 to our squad we would have to drop 1 player named in the 1st squad. Its a bit of a loophole that uefa haven't closed.
According to the CFC site, he was left out as at the time they had to put the squad names in, aug 18 apparently, he didn't look like being fit before the end of november.
Not convinced myself, but i can't see him going anywhere in january - as Kenyon said last week - 'there are some players you just don't sign in the january window'

Now I may be worng but I seem to recall when the squad was announced there was Samn Hutchinson and another youth player also in the squad so that they did have enough players...And I thought this was in fact why Ballack was left out cause they got to 23 and went nuts we got to use youth players if we want ot make up the difference. Not sure how you go about checking it though

Having looked it up, the list is 25 strong, so the Mail actually got it right. As mentioned in order for Ballack to be in the squad, someone else would have had to be dropped...

As I understand it the 25 limit is for the A list. You can have unlimited B list players (U20’s academy players). While we have submitted 25 players over all we have only submitted 23 A list players, but that is the max we could do anyway as currently the extra two places could only be taken up by academy trained players over 21.

We would not want to add in Hutchinson and Sawyer (currently on the B list) as they would take up the places of any other eligible player on the A list (not that there are any)

Yea it doesn't seem to make any sense at all really. If they are going to set limits then they should be proper limits. A 25 man squad seems more then fair.
