First, you must defeat giant onix and save the old man. That's a different guide.
Anyways, go to the entrance of Rock Tunnel and talk to the old man.
First go to viridian forest 1 or 2 (doesn't matter) and catch a pikachu (or as many as you can up to ten). Then take your newfound pikachu to rock tunnel and look for a swarm of voltorbs. Catch a voltorb and use train it until it becomes an electrode.
Train both of these pokemon until you have one pikachu level 42 and an electrode.
Now this last part you must do without logging off or closing the window.
You must catch TEN pikachus. To do this I would go to Viridian Forest with a pokemon that knows poison powder and just keep poisoning them. Then if you see a pikachu, wait for it to go red and snatch it. I would suggest viridian forest 2 for this because you don't have to worry about rare candys.
Okay once you have the pikachus in one sitting, the electrode, and the level 42 pikachu, go talk to the man.
He will give you a shiny voltorb!

I've heard rumors that you may use a level 42 raichu instead of a pikachu, but I think this is a myth. I would use a pikachu and play it safe.

Without logging off? The computer or the game? Cuz if it's the computer, I'm screwed.

I had catched 10 pikachus without logging off, but it still didn't give me the shiny voltorb.
I got told yesterday from some people on chat that it had to be done without saving in between. You can save before hunting the pikas, and after you're done with them, but saving resets the count.
I've done like that and it was good, finally got my shiny voltorb.

Can anyone confirm if you can/can't use Raichu? Because I kinda don't want to train up a Pikachu to level 42 and if thats the case then I'm not gonna bother with it lol.

Does anybody have insight as to where Pikachu spawn more commonly, Viridian Forest 1 or 2?

Viridian Forest 2 is the best for Pikachus, because there's more waves, so more possibilities for them to appear, and one wave has 5 pikachus (they're lvl 10-12, so pay attenction to not kill them)

Also, it has a 1.5 chance to appear in V forest 2, whereas V 1 only has a 1% chance.

BTW you cannot really use raichu as a substitute for the pikachu. I've already done it and it does not work. :))

i like to use meowth/persian with payday as you can keep clicking the pokeball until the pikas are ready to be caught.

I used the tm false swipe on beedrill and sparow (also farfetch'd learn it by leveling up). This move has 40 power and can't bring hp below 1 (ie : can't kill) With two false wiper and a butterfree to slow hem down, I had no problem catching all 5 pikachus of each waves. I had a pidgeot with whirlwind ready at the bottom just in case and he didn't get the chance to shoot.
