Reducing the risk of urban flooding in Reading with new dropped kerb policy

Reading Borough Council brings its practice in line with national policy on loss of permeable grass verges

Policy on the removal of grass verges when people want dropped kerbs in front of their homes has been tightened in Reading - because of urban flooding.

Removing a lawn or permeable surface of more than 5sqm in the front garden to make a an impermeable hard-standing now needs planning permission.

Smaller areas or permeable hard-standings do not need permission.

However, since the conversions are usually to allow people to park off road, they often involve an application to Reading Borough Council for a dropped kerb.

Where this means the loss of grass verge and to comply with national policy, the borough council will now be replacing lost grass verge with a permeable dropped crossing - the cost being fully covered by the applicant.

According to a report to the traffic management committee on Wednesday, June 17: “This will protect urban drainage and reduce the risk of flooding by slowing down the run-off into surface water drains.”

The same policy will apply to any other loss of grass verge - for example parking lay-bys constructed by developers.

Councillor Tony Page who chaired the meeting said not all planning policies coming from national government were bad.

He described it as a “This is one that many see as a welcome response to flooding”.
