Should Clubs Pester Fans For Money For Upgrades?

here's a thing, my mate is a Bradford fan and season ticket holder and he has fallen out with a few others around him over the clubs new campaign "Upgrade the Parade".

I was talking to him and he says the club have been warned by the football league and now have until end of next season to upgrade certain things to a certain standard or get kicked out of the league. Primarily the changing rooms are too small and not very good. Now he thinks it is bloody annoying that the club is asking fans to raise £250,000 to do the upgrades. His counter parts (other season ticket holders where he sits ) say he is being mean and should help his club.
These other fans are saying the club reduced the season ticket price if bought before a set date and most would have paid more for it and also they should help the club.

His main arguments against are:-
1) If you go to buy a car and get it cheaper you don't say hang on let me give you another grand as it's too cheap you buy it at the cheaper price. Surely that is the same with the season ticket.
2) Where will it end if club wanted to buy wayne Rooney next season say an his wages were £100,000/week but club could only manage £50,000 would they then expect fans to chip in every week to get the £50,000 needed.
3) Why have they waited until now to sort this and surely they should budget each season and build in upgrading etc as part of their income/expenditure and not rely on fans yet again.

I know what I think and why but before I say i wondered your views on this. Bradford reduced their season ticket prices heavily for this season - in order to attract new fans. I can't see why the club would suddenly turn round to those supporters to say that they need to pay the club more money in order to comply with Football League regulations. The club shouldn't pester fans to pay, although they should have a scheme where supporters who want to chip in are able to.

They're raised £29,627 (or 12% of their £250k target) so far.

It seems a bit heavy handed for the football league to threaten to throw a club out because their changing rooms aren't up to scratch. Surely this would be something the club have been aware of for ages and they just haven't bothered to make the required upgrade.

But for the club to expect the fans to dig deep to get them out of a hole is unreasonable in my view. Fans pay enough to support their teams without being expected to contribute to the maintenance.
