Germany's Cascada has had a number one in the UK before - Evacuate the Dancefloor. She has also had number one's in France, Ireland, Sweden and the Netherlands but never a number one in Germany.

UK's Bonnie Tyler has been number one in France, Norway, Sweden, and the UK (as well as the USA and Canada).

How do we get to the final automatically? Hmm...this is from the EBU website:

Broadcasters share the cost of organizing the event and financing is kept stable by the contributions of the Big Five (France, Germany, Italy, Spain and the United Kingdom). These broadcasters, who have automatically taken part in the Final of the Eurovision Song Contest since 2000, not only make a vital financial contribution to production costs, their combined audience share is an important factor for the international success of the contest.

So the BBC pay more than most, basically buying a place in the final, only for the UK to be humiliated by a combination of dire entrants and political vote-rigging. Nice work.
