Here's some info that's new to me. I didn't realize Global broadcast the show in higher def than ABC does:

For those who are curious or may have seen it elsewhere, the date was initially announced to be 17 May 2011 and the price an amazingly low $22.98 for the DVD. That was a bit of a goof. The SRP is $44.98 for DVD and $49.98 for BD. If you are thinking that is rather expensive for a 13 episode season you are correct. Manufacturer incentive to switch to BD? Possibly. If these are like the vibrant, crisp Canadian broadcast seen on Global then the BD will be amazing. If it is the matted, paler, slightly less crisp American broadcast look seen on ABC then i’m not so sure either format will be worth the asking price.

I was so excited when Amazon alerted me that the DVD was available for preorder. I already preordered it on Amazon. Now is the long wait for the DVD and for the show to come back on.

So far there are no plans for a Region 2 release. I contacted E1 Entertainment the distributors of Rookie Blue. I will contact them again in a few weeks to see if the have any changes.
