The Academy’s Mission
Since its inception, the stated mission of the Starfleet Academy has been “To prepare young men and women mentally, morally and physically for the rigors of the Starfleet commander extreme universe”. Although many of you aspire to the pinnacle of a successful Starfleet career, the reality is that most of you will never achieve it. But those of you who do complete the Academy and receive commissions as Starfleet officers will be in command, in the spirit the word is intended, from that day forward.

A Starfleet Academy member is rightfully expected to be in command of every situation he or she encounters, however alien it may at first appear. This is not only the expectation of you superiors in Starfleet, but also that of your fellow members, whose colonies could very well depend on you judgment, and the expectations of everyone with whom you come into contact as a representative of Starfleet academy as well. These expectations arise from a long line of experience and tradition established by the officers who preceded you. You are charged with both validating this experience and upholding these traditions in your every action or inaction.

It is an awesome responsibility and it is also one, which no member is prepared to bear. Preparing you to assume that responsibility is the primary mission of the Starfleet officers assigned to instructor duty at the Academy. To understand the dedication with which they pursue that objective, consider this your first lesson:
A Starfleet Academy member thinks first of the mission, then when the unexpected happens he or she returns to the mission, and when all else fails, he or she remembers the mission.

STARFLEET ACADEMY

The name of this Alliance shall be Starfleet Academy based in the Starfleet Commander Extreme Game (from here on classed as SFA)

STATEMENT OF PURPOSE
The purpose of this organization shall be to:
A. Protect all members from continuing attacks from non-alliance members,
B. Educate newer members on how to play the game
C. Facilitate discussion, debate and dialog over issues in a warm, friendly and open atmosphere where individuals can speak their own personal views without being offensive to one another. SFA main aim is to teach members how to play effectively.
D. As well as taking aggressive stances towards problem alliances within the game members will be shown that diplomatic reasoning can gain good results.
E. And most of all have fun playing Starfleet Commander Extreme.

RULES & REGULATIONS
1. All members shall treat each other with respect and will not offend, be offensive, insult, threaten anybody in the alliance or within the game. Tempers my flair at times, but afterwards, everyone must treat each other with respect and remember this is only a game. No member shall conduct in any illegal actions in game or against other individuals in the game (within the game or not). This includes, but is not limited to acts towards minors that minor that may deem illegal. There are minors in this game and we must respect their privacy. Any such action may result in expulsion from SFA.


2. If you have a problem with another member take it up in private with them. If you require a officer to mediate the situation please contact them and please remember there are real people on the other end of the messages you are sending, so please be respectful to your fellow members.

3. Never threaten someone with the full force of the alliance (e.g. all members will attack you with 100’s of ships!) unless you have been given permission to do so from the leader, XO or war council.

4. No member shall attack or probe another member of SFA or an alliance SFA has a NAP (NON AGGRESSION PACT) with unless the member is inactive (I or i). If you are attacked or probed by another member or a member of a NAP alliance, DO NOT RETALIATE. Contact an officer and request that the matter be investigated making sure you keep all probe/battle reports for evidence. Alliance leader, Alliance XO, can probe SFA members only when the member’s request a probe and this will only be done for training and advice purposes and the report WILL be deleted after advice has been given. Probe reports will not be passed onto any 3rd parties; such action will result in ground for removal from office and possible expulsion from SFA.


5. No member shall pass alliance information to another player whether they are part if an alliance or not. Such actions will result in expulsion for life. If an ex-member passes information on to a new alliance they have join or any person playing Starfleet commander extreme, it will be at the discretion of SFA leadership whether said person get a group attack.

Anyone found disobeying these or any rule set out by the leadership of SFA then the following Disciplinary action will be brought into affect:

2 x warnings issued by either the leader, Alliance XO or War Council XO will result in the problem member or officer being removed from SFA alliance and there username will be added to the banned list, banned players can appeal to the Alliance XO and their appeal will be look into in a fair and equitable manner.

The Alliance XO will hold warnings on record for a period of 6 months with full records kept on the offense and the course of action taken. Major offenses can result in immediate expulsions from the alliance with no chance of appeal.

All offenses must be reported to the Alliance XO immediately so that a quick and fair investigation can be done to minimize the upset to all members.



TREATMENT OF MINORS WITHIN THE ALLIANCE AND THE GAME

This section is the only warning that will be given pertaining to the treatment of minors in the game. As said above all members shall treat others with respect. There are minors who participate in our Alliance and throughout the game. We, as Officers want this to be a safe place for them. Officers and Members of SFA will treat all minors with respect. No one shall conduct illegal activities or perform any actions in the game or out of the game towards a minor that may be deemed as illegal. This includes any acts or threats, real or implied that may pass through personal messages, chats, and the message board. This is to include any that may be passed through a 3rd party. If this was to happen, contact an Officer so that we may check into it. Keep the message or the place that it would be located in (if it's on a message board). Any perceived threat or action will be taken seriously and investigated. If it is found that a threat or action has taken place then there will be NO WARNINGS and no Appeal. Such member will be immediately removed from the Alliance and placed on the Banned Players List. Also, if it is found that a member has been aware of any action toward such minor and not reported it, it will be considered the same as if said member had made the offense. And said member will have the same consequences as if said members had made the offense themselves. This is something that is taken very seriously and all members need to know it will not be tolerated.

ATTACK RULES
These rules are being implemented to keep the alliance from entering into all out war against one or more alliances due to ignorance by one/few of our members. If we are already at war with the said alliance then the following rules do not apply and direction must be taken from the officers. New player are more restricted in their attacks than veterans, both new and veteran members are not allowed to break the rules of a NAP and will stand on there own if they do if the attacked player retaliates. One person picking a fight is not ground for the entire alliance going to war; if group attacks are needed then the proper channels must be followed. These players can be attacked:
1. A player who is not a member of an alliance (on there own).
2. An active player who is a member of an alliance and the alliance falls into the following criteria:
· The alliance is not ranked in the top 300 in overall points.
· We do not have a NAP with them.
3. A player that has attacked a member of SFA is an attackable target. The attacked player may counter attack without war council approval. Prior to launching an attack, keep all the original attack result messages. That way we can prove to the other alliance that this is a counter attack and they attacked first. If the attacker is significantly higher in rank that the attacked SFA member then a group attack maybe initiated against the attacker and any of there accomplices (if it was a group attack)
4. All players that have been inactive ( I ) for 30+ days are to be classed as attackable targets, inactive SFA members that have been inactive ( I ) for 30+ days must be reported to an officer and permission gain before an attack commences . Players from other alliances that we have a NAP with, there members that have been inactive ( I ) for 30+ days are to be classed as attackable targets. Any player that is inactive ( i ) are attackable targets with the exception of SFA members and alliances we have a NAP with.
Updates on the attack rules maybe maintained outside of this charter as update apply. Proper notification will be given to all alliance members and only the leader and XO’s can approve these updates.

NON-AGGRESSION PACTS (NAP)
SFA will from time to time enter into a Non-aggression pact (NAP) with other alliances. This is to help protect SFA members from alliances that are particularly strong in a certain area or areas. A list of all alliances with a NAP will be held in a separate document but a list is accessible by all members thought the relations tab on the message boards page.
There are 2 ways a NAP can be entered into negotiations they are:
1.3 SFA members and 1 officer must request a NAP or
2. 3 officers can request a NAP
From the diplomacy department for SFA to research or look into a NAP with another alliance. The alliance leader can override this if he/she deems it absolutely necessary to have a NAP with a specific alliance.

NAP RULES
· Anyone wishing to have NAP negotiations to be opened up with another alliance must send all relevant information to the diplomacy XO, if the diplomacy xo is not available then the next senior officer in line must be contacted instead.

· No member shall attack or probe an alliance SFA has a NAP (NON AGGRESSION PACT) with unless the member is inactive (I or i). If you are attacked or probed by another member or a member of a NAP alliance, DO NOT RETALIATES. Contact the diplomacy xo and request that the matter be investigated making sure you keep all probe/battle reports for evidence.

· Anyone found to be probing a NAP’d alliance will have to send a message of apology first to the leader and also the player who was probed, Repeat offences and the said member will be removed from SFA and added to a banned list.

· Anyone found attacking a NAP’d alliance will have to repay all recourses including all ships in triple EG:

Attacker gains for example 60k in resource and 40k in debris (from ship kill) then altogether 100k x 3 = 300k repayment.
On the second offence of attacks carried out on NAP’d alliance the said member will be removed from the alliance and their username added to a banned player list.

MUTUAL AGGRESSION/PROTECTION PACT (MAP)
On occasion, SFA will enter into a MAP with another alliance to help strengthen ourselves on a conflict against an alliance than us in a specific galaxy. We also may enter a MAP to protect a feeder alliance or an alliance that has mutual plans to take down another alliance that is causing our 2 alliances problems.

LEADERSHIP AND OFFICER DEFINATIONS
The organization will be divided in to three management groups. Individuals in these groups will be maintained in a separate document and this document may contain changes or updates to the structure on a temporary basis.
LEADER: This position has a few tasks that only he/she can perform. In addition to keeping the alliance together both morally and ethically, the leader must:
· Control all aspects of the relation’s page. This involves accepting or denying alliances requests for NAP or WAR.
· Promote members to the rank of officer.
· Receive PM’s on behalf of the alliance.
· Be a good role model for the alliance members to look up to.
· Help members in anyway he/she can.
EXECUTIVE OFFICERS (XO): These positions form the main leadership council and have specific function they must perform unless they are elected an honorary XO (see section on special positions). There are 4 standard XO positions in the alliance-DIPLOMACY, WAR, INTELLIGENCE and RECRUITMENT/MESSAGE BOARDS. Common duties of an XO include the following:
· Vote on charter update.
· Vote on leadership changes (Replacements or impeachments).
· Vote on starting or ending an official declaration of war.
· Can retain or promote members/officers to complete tasks specific to their duties.
· Be a good role model for the alliance members to look up to.
· Help members in anyway he/she can.



WAR EXECUTIVE OFFICER: Sets the war policy of the alliance. Oversees, coordinates and solves conflicts and alliance wide strikes, can appoint sector admirals to act as staff. Is also third in command of the alliance.

DIPLOMACY EXECUTIVE OFFICER: Sets the diplomacy policy of the alliance. Oversees, coordinates and solves conflicts and alliance wide issues. Contact our NAP'd alliances and see if they are happy with the NAP agreement and also to see if we can offer any assistance. Can appoint ambassadors or diplomatic investigators to act as staff. Is also fourth in command of the alliance.

INTELLIGENCE EXECUTIVE OFFICER: Is responsible for compiling and analyzing information about other alliances (known as intelligence) that is of use to the alliance. Contact NAP'd Alliances to see if they can supply any relevant information as and when needed. Can also appoint intelligence agents to act as staff.

RECRUITMENT/MESSAGE BOARD EXECUTIVE OFFICER
Is responsible for the smooth running of the in game message boards and deal with any issues that arise. Will recruit new members with the help of the leader, Alliance XO, these will be the only officer given member approval status. Can also help run the alliance face book page’s, officer chat room if he/she wishes?

GALAXY SECTOR OFFICERS
These officers control a group of 5 or more galaxies and may promote 2 officers to the rank of lieutenant to help in the effort to support and protect their sector.

SENIOR OFFICERS
These officers control a galaxy and can appoint 1-5 junior officers to help support them in their effort to keep a galaxy protected.
· The organization will also utilize jr officers to help support the effort to protect alliance members in specific galaxies. Jr officer will report to a senior officer, galaxy sector officer or XO based on the need and necessity of the situation or position. Junior officer will not be given officer status until the honors is earned.
Criteria for holding office.
· Failure of any officer to uphold the duties of their office is ground for removal from office.
· Any officer may be removed from office by a 2/3 vote from the XO’s and leader.
· A leader may be removed from office by a 100% vote of no confidence from the XO’s.
· A new leader must be elected by an 80% majority of all officers voting. A minimum of 5 officers must vote for a new leader within a 3-day period (sooner if necessity deems it to be quicker).
· There are no limitations on the number of terms of office an individual may hold.
· Special positions: Honorary XO: A leader stepping down on good terms can be put up for a vote to become an honorary XO. This is an XO position with little or no responsibility other than to give advice to the current leadership. This position must be voted in be the current XO leadership at 100% for those voting (3 votes minimum are necessary). The spirit of this position is to recognize a good leader and rather have them leave the alliance or disappear altogether, give them a meaningful position that will not create a lot of work for them, but will keep them as part of the alliance. These persons can take on a project to help fill a niche role if necessary and they choose to do so.
